That's typical feline grooming activity. Every cat I ever had did that to each other. And more often than not after they licked the other cat for a long time they'd end the session with a nice jaw clamp around the groomee's neck and then all out war would begin.

It's been decades since I had two cats at once. I remember they both would do that but the one would sometimes play/beat up the other one or eat his food, and the more dominant one got beat up by my grandparents' cat that visited when I was a lot younger, and our beta cat beat up my grandparents' cat after he saw the alpha cat get beat up.

After they died I had a schnauzer and then a cat who liked her, and then after she died I got a schnauzer and my cat liked her but would bite her at times or scratch her.
