Rise of the West; Tehuacán goes courting its neighbors.

Even as the final battles of the war with Santosa raged in the east, a new day was dawning. And unlike the sun, this one was rising in the west.

Tehuacán had been very isolationist under the tyrannical, hardcore Communist regime of its first President, Manuel Zelaya. When Zelaya died, and Felipe Huanca took over the Casas Amarillas, the Modern Socialist leader tried to set a new course. He reached out to different nations of eastern Catena. The results were uniformly disastrous. The Commonwealth, his first intended partner, had proven to be more interested in trying to make Huanca abandon Modern Socialism for its own concept of "democracy". When that failed, the Commonwealth's interest shifted to seizing land to expand its base of power. It had taken the deaths of two innocent Tehuacáno, in the Las Palmas Incident, to finally force the Commonwealth to leave.

Huanca's next choice for a partner, Santosa, had proven to be even more diasastrous. Miguel Aguirre and his minions had devastated Tehuacán, killing thousands of people; the last gasp of their downfall, the nuclear blast at Las Palmas, had seared that blood-stained ground with a horror so brutal that it made the Commonwealth's crime there look like mere child's play.

These events had thoroughly shaken the trust of the Tehuacáno in the nations of the east; if even the Santosans, brothers by blood and heritage, merely saw them as pawns to be treated and used as the great powers wished, what nation of the east could be trusted?

The final answer that emerged in the minds of many Tehuacáno to that question was simple: none. None of them could be trusted, and when the Cadishi had called on the Tehuacáno to stop allowing the nations of the east into their borders, that request was a seed planted on already fertile soil.

Felipe Huanca and his followers had always been determined, but the march to regain control of their shattered homeland had strengthened them like a well-fired steel blade. And it had given them a new purpose: to make the West rise, to make it as strong as the East, so that nations such as the Commonwealth, Valadia and Santosa could never threaten the western nations again.

For the first time since he became President, Felipe Huanca decided to look for allies closer to home. And it would start with a simple invitation, sent to the leaders of Alohria, the Cadish Provinces, Zukistan, Ikira, Greenland and Zalkathar.

Quote:

The government of the Modern Socialist Republic of Tehuacán requests the honor of hosting a diplomatic representative of your choice to attend a meeting on Tiquipaya Island. Our reason for extending this invitation is a simple one: the events of the past few years have shown that the disunity and acting at cross-purposes that the nations of western Catena have shown must come to an end. We have been as much to blame as anyone for this discord, and acknowledge this; part of the purpose of this meeting is to make amends. But the greater part of it is to bring the nations of the West together.

The nations of the West face great powers, and great threats, from the East: aggression in western Catena by nations such as the Commonwealth, Valadia and Santosa have shown that as things stand now, the West is powerless to resist such Eastern aggression. This does not need to be the case. We can come together as a unified bloc - not to threaten the East, or any nation there, but to ensure that from now on, the West will be respected and strong enough to protect itself.

Tehuacán has finally realized what we hope you all see as well - we are all neighbors, and must begin looking out for each other, as neighbors do, to be truly safe. If you agree, we will warmly welcome your representative in Tiquipaya to discuss these matters.

While other nations groveled and would worship the defeats of at first Valadia and then Santosa, even if Santosa's true defeat was far from over. However, those nations scorned the most by these conflicts, were the ones in the west.

The Cadishi have always been subject to invasions by foreign powers, and while the Union has always been the longest to resist such occupations, that quickly took a twisted turn in the recent years. The Cadishi have always resisted destruction and full term occupation. It was time for the Cadishi to help give the West a fighting chance. They had already made it clear to Tehuacan that the West needed to be secured, and that the East had been taught a lesson with attacking the West.

But that didn't mean future threat would not come. But the West would respond.

"Appropriately."

The invitation sent by the Tehuacano was accepted of course. With the downfall of the recent alliances, the Cadishi had no actual allies but those strained during wartime. It was time to create this western structure. A way to protect the Provinces and those around them.

For this, the Cadishi sent a group of representatives to Tiquipaya Island, including Kalin Vas' Noro, who was currently in between jobs from working with the Santosans to negotiating with the Valadians, she was now assigned to this meeting.

Another lead representative included Councilor Yael, Rayel's replacement after his abrupt retirement after the siege of Las Plamas, Yael came off the political boat from his days in the Cadishi Intelligence Operations as the Director of New Intelligence a sub division devoted to exploring new methods of intelligence. After the success of the new Vector drones, he decided to retire early.

But when the Paragon calls your home in the middle of a night to board the next military escorted flight out to the middle of the Tempesta Sea for a conference. Among those two were an ensemble of military trained guards of the Paragon, the newly established Seraph.

Over the course of several days a small escort fleet escorted the Cadishi ambassadors to the outskirts of Tiquipaya Island, just off the coast but well within international waters. The Cadishi were not going to take the chances of any rogue elements attacking this meeting. Settling within the waters, the Cadishi sent away a group ofseveral CM-89 Nightmare VTOL rotors to the island carrying the diplomatic ensemble.

When given the chance to land, from the sides of Nightmares' doors, came first armed Seraph guards, each wearing a black clad garb, with golden sashes and cloth wrapping along along the upper arms and chest of the guards. Each guard had a sidearm and AX-13 rifles, and performed expertly, moving in military order around the Nightmares as their packages both exited the rotor, standing firmly as they waited to be escorted to the meeting.

Kalin stood along side Councilor Yael, who wore a traditional Cadishi suit, embroidered in black and a red scarf as the ocean winds blew across the Tarmac. Kalin's robes, made out a tarnished silk made in the southern fields of Galnizia, with a hood covering her whitened hair. Her robes faulted behind her as she stared off into the distance towards the east, the ever persisting black clouds of death looming over the horizon from the destruction of Las Plamas.

"Even the visage of death can follow us to the far reaches of this regions...I hope those lost can bless this new day."

The Kingdom of Ethalia posed an interesting prospect for it didn't entirely belong to either the West or the East. The simplest explanation was that it was a 'Central Catena' nation and was thus poised in the middle. It's geographical positioning meant it could interact with both sides and could provide a bridge between them. Tehuacan had neglected Ethalia and the many benefits it offered, a matter that had not gone unnoticed by the Ethalians. As one of the richest nations in the region, a close second with the Commonwealth, Ethalia had an incredibly strong economy and a stunning array of natural resources that could greatly help the cause of the West. So it was that an Ethalian delegation would be sent, unbidden, to Tiquipaya Island to remind the Tehuacano of their mistake.

Oliver Crandon, King's Minister of Foreign Affairs, would travel to the island accompanied by a squad of his nation's newly formed military elite Special Armed Service (SAS) specialists. Each elite were a stylish and neatly pressed military dress uniform with a blue beret upon his head instead of the Mk II Aegis Assault Armour they wore in combat situations. Dressed in their diplomatic garb, as apposed to ceremonial or off-duty dress, and armed with AX-14 battle rifles purchased from the Cadishi they posed an awe inspiring presence. There was at least one counter-sniper, armed with an AX-25 sniper rifle, among their number to provide sniper support in the event that the meeting was attacked and to ensure that the Ethalian delegation were able to escape safely.

The delegation had arrived aboard an SAS CM-89 Nightmare tilt-rotor aircraft which now bore a call-sign selected by the Special Armed Service. This was not done to intimidate the other parties attending the talks but to provide the safest means of transportation possible. A message had been sent to the Tehuacano officials informing them that the Ethalian delegation would be arriving and stating Ethalia's keen interest in taking part in the talks. Tehuacan's next actions would decide the future of its diplomatic relations with the Kingdom, either they ordered the Ethalians to leave and risked alienating them or they allowed them to take part and opened the way for their homeland to benefit from Ethalia's riches.

Minister Crandon and his aides greeted the Cadishi delegation with warm smiles and polite bows as they took their place to await their Tehuacano hosts. The style of dress worn by the Ethalians was significantly more elegant and stately than that worn by the Cadishi. Each Ethalian present wore a neatly pressed dress uniform or lavish dress suit creating an extreme image of refinement and elegance.

(OOC: I'm gonna try to start here, this pro western thing seems interesting even though Ikira has no history with this region yet. But I hope I can at least contribute)

Both the Empire and the Confederacy have long been silent to the world and this region. It was gone and silent to the far corners of the lands, completely absent from foreign interaction. It had been the recent wars that had made it keen for the people of Ikira to answer the call from the far northern Tehuacan. The northern states had been something to observe, squabbling amongst themselves as much more stronger powers fought for or against them. The Cadishi seemed too strange, almost embodying war rather than what they preached as survival. The Tehuacano seemed completely inept at being a people, too chaotic and always the dull point on a sword. This was strange to the people and nations of Ikira, who received order as those who follows the rules, and those who ruled were meant to rule.

But with the destructive warpath of nuclear fire spreading through the west, and nowhere near the East, the Emperor thought it would soon spread to Ikira, no matter how the future played out.

The Ikirans, not known to know the brutality of war for some time, completely void of knowledge of full on war, had no problem sending just a small privately owned jet to the Hispanic nation's island. The only kind of battle it dealt with every now again were civil uprisings and minor rebellions that happened in the Calandir archipelago.

The lavish jet was equipped with whatever a young Ikiran noble would need on such a long flight to this conference. A full bar filled with some of the most expensive Iskalian Liquor, fully equipped cabin for the jets main passenger, and of course a military trained pilot and a cadre of elite Imperial Marines ready to serve their Prince.

Prince Aven was but a young man, only thirty one years of age, only nine years younger than that of his cousin the Emperor. The Emperor had always treated the Prince like a brother, especially when the Prince's grandfather had chosen the Emperor's father as his successor and his own father as the Prince Consul of Vhelia. The Prince had been a long diplomat with the other nations of the confederacy, dealing with the issues in Parliament and the Imperial Council, especially the Tikalian rebellions, conflict brought on by his cousins refusal to let the Republic of Tikal leave the empire.

So when it seemed that war had the chance of coming to the southwestern empire, the Emperor sent his cousin to discuss this 'pro-western' summit, to merely see what the Cadishi, Tehuacano were made of. Figuratively of course.

As the jet neared the landing strip of the island, several message a were sent indicating that the Private jet was Ikiran property and was holding their representative to the meeting.

After the plane had landed, the door opened and six Imperial Marines, dressed in their Imperial Dress apparel, which was a huge contrast from their Type-10 Mariner's Battle Equipment. A mostly ceremonial garment, the Imperial Dress was a large trench jacket, made of black Ishoni bovine leather, with large dark blue stripes down the sides. Under that was a normal dark blue suit with golden buttons and embroidered patches signifying their rank, which was also on their jacket. Each soldier wore a dark cap with a golden emblem of the imperial sigil, an Ikiran Falcon, on the front of the cap.

Next came out the big man himself. Prince Aven measured over six feet tall, his stature would of been meant to be imposing. A royal Vhelian suit was worn, a royal dark blue suit with a criss cross pattern and a whitened embroidery around the color and the pocket of the suit.

Despite his stature, he walked with a simple wooden cane, but with a laser carved sapphire at the top of its head. His age and stature would normally slightly intimidate someone of lower status, but a well placed car bomb and a story about surviving it with nothing but a limp, it would surely impress those who once thought different of him.

He greeted the Ethalian and Cadishi representatives, bowing and greeting them with respect as he awaited to be received.

(OOC: If your nation was invited and you haven't posted yet, feel free to assume you were greeted the same as everyone else and jump right in.)

Tiquipaya was one of the most remote and isolated places in all of Catena. A tiny island nearly on the western border of the region, the island was home to a small indigenous population distantly related to the indigenous people of Tehuacán. It was also home to a cultural center and nature preserve; the "official" Tehuacáno delegation to the World Assembly was also "housed" here (at a desk in one of the offices of the cultural center, mostly confined to two of the desk drawers and some pens and pencils).

Foreigners were a rare sight on Tiquipaya; the Tehuacáno government only allowed 500 foreign visitors to the island a year, in order to safeguard the indigenous population and the environment. As such, the arrival of so many foreign delegations was quite the occasion on the island. Tiquipaya was chosen as the site of what Felipe Huanca was now calling the orientación occidental (western orientation) initiative precisely because of its isolation; the President wanted as few people to know about the meeting as possible.

So when an uninvited delegation from Ethalia showed up, the Tehuacáno were, to put it politely, disturbed. There was the fact that the Ethalians, despite their good intentions, were imposing themselves on the Tehuacáno in an uninvited fashion. The Commonwealth and the Valadians had done much the same, and even a beneficial imposition was still an imposition in the Tehuacáno mindset. This was already guaranteed to irritate the Tehuacáno.

There was also the fact that there was no way that any nation outside of the invited parties could have known about the meeting unless they were involved in surveillance of the Tehuacáno, at a minimum, and espionage against the Tehuacáno at the worst. The suspicions that the Tehuacáno now had about any power outside western Catena were only magnified by such an act. After consultations with the President, Foreign Minister Inocencio Messner decided to take a carrot and stick approach with the Ethalians.

The Ethalian delegation would be allowed to stay, and would be treated kindly, but would only be allowed to participate in the talks if all of the other attendees - western nations all - agreed to allow them to participate. This way, if the Ethalians were in fact rejected, the blame would not all fall on the Tehuacáno.

At the same time, a strongly worded note was sent to Eldhaven by Felipe Huanca himself, protesting the uninvited appearance and requesting information on how, exactly, the Ethalians had known about the meeting in the first place. The response from Eldhaven would determine if the two nations would remain on good terms; the Tehuacáno were tired of being treated cavalierly, and explanations would be required from the Ethalians.

----

As the delegations chatted and waited, the Foreign Minister would soon emerge from the building that housed the cultural center. Inocencio Messner was the longest-serving diplomatic head in Catena; he had been Foreign Minister of Tehuacán since its creation in the revolution of Manuel Zelaya in 1979. Unlike his President, whose enthusiasm for Modern Socialism and relative youth projected a boisterous air, Messner had the refined grace of an experienced diplomat combined with the experience and patience of an older gentleman. Messner was indeed of the old school: quiet, respectful, and above all civilized. His smile greeted the assembled delegates as he shook their hands, welcoming them to Tiquipaya.

After a few moments of small talk, Messner led them into the nearby cultural center. A short walk led to an expansive meeting room. A large wall of floor-to-ceiling windows, overlooking a clifftop, would grace the delegates with a stunning view of Tiquipaya's natural beauty. One of the most unspoiled landscapes anywhere in the world, the island's tropical charm and amazing scenery would cause even the most cynical person to stop in admiration.

As the delegates were seated, they were provided refreshments by the staff of the cultural center. Native Tiquipayans, the staff served the delegates their refreshments with great warmth and charm. As everyone made themselves comfortable, Messner began.

"We have much to talk about, my friends. A new future awaits us, and the West can lead the way. However, before we start, it does bear noting that we do have a nation not of the West among us," Messner said, turning to Crandon. "Before we begin our discussions, perhaps my Ethalian friend can enlighten us as to what brought him here?"

As a gesture of respect King's Minister Oliver Crandon had left his guards outside at the CM-89 Nightmare that had carried his delegation to the island. As a further gesture to show his goodwill he had willingly submitted to a security check and frisking to prove that he wasn't carrying any concealed weapons and had left his aides to wait outside while he addressed the gathered delegations. By facing them on his own he would take any rejection or negative backlash upon himself, he hoped this gesture would please the Tehuacano. He knew the Tehuacano, an often willful and easily riled up people, had been disturbed and perhaps offended by the uninvited arrival of his delegation but he hoped to smooth things over before a rift formed between Tehuacan and Ethalia. Moments again a message had arrived on his datapad from the Royal Palace informing him on how he should convey himself in light of a message from President Felipe Huanca. In full truth Ethalia had not meant to offend anyone, they merely wished to offer their considerable resources and friendship to Tehuacan.

As King's Minister of Foreign Affairs he would now have to avert a minor diplomatic incident and reassure the Tehuacano that his presence was not a threat to them. That his nation, despite what the Tehuacano might think, only wanted to help them. This would take some careful words and some clever moves. He deftly preformed a half bow as a sign of respect for Foreign Minister Messner and the other delegations.

"I would like to apologize to the esteemed Foreign Minister Messner and his country for my unexpected presence here," he began "but I assure you all that Ethalia only has the very best intentions in mind for Tehuacan. I acknowledge that my arrival here may have offended my Tehuacano friends but I thank you for giving me the chance to explain that presence. You could have simply demanded my delegation leave immediately but you should immense tact and diplomatic poise by granting me this opportunity. We of Ethalia feel that Tehuacan has overlooked or perhaps accidentally ignored our nation in its interest in making allies. Ethalia, as you will see on a map, is not truly west or east. We are in fact a 'Central Catena' nation free from the ideals of either side. I do not believe it proper to say how he came to know about this meeting publicly, that shall be explained to the Tehuacano privately out of respect for our hosts. But please allow me to make Ethalia's intentions clear. We mean no disrespect or offence to any party here nor to our gracious Tehuacano hosts. We believe our position, neutral to the affairs of the east or west due to our geographical position, and our considerable wealth and growing influence could be of major use to the delegations gathered here. To put it simply our goal is this; Ethalia wishes to extend the hand of friendship to Tehuacan and to help it recover from its terrible suffering. Indeed, we wish to offer the hand of friendship to all western nations for we are alike in diplomatic stance and political feeling. Forgive us, but our eagerness to take part in this most important talks may have caused us to over-step our authority and act rashly. If my esteemed colleagues wish it I shall leave immediately and return home but I hope that you will give me a chance and allow me to take part. We only want to help and support Tehuacan as it recovers. Our motives are benevolent I assure you, please feel free to undertake any background checks you wish."

A private communication from His Majesty King Octavian I would be delivered to the Tehuacano officials within moments. Ethalia had not been spying on Tehuacan in anyway nor had it been doing any kind of hostile or covert surveillance. It was as simple as a Cadishi official forgetting where he was and mentioning the meeting within earshot of Ethalian SAS soldiers training with the Black Watch in the Provinces. The official had been bragging to a friend about his invitation to attend to talks and hadn't noticed the pair of Ethalians enjoying a break from training in a secluded coffee house as he dined with a friend. The news of the meeting had then been relaying back to Ethalia resulting in the dispatching of an Ethalian delegation to the island. It was the age old case of "loose lips sink ships" and Ethalia had no hostile or nefarious intentions at all. The Tehuacano could do all the background checks and investigations they wanted but they wouldn't find even the slightest hint of hostile intentions in the Ethalian presence on the island.

"Allow me to reinforce my words. Ethalia holds no ill will towards Tehuacan or any other nation represented here. We have only the very best of intentions and truly want to help and offer the hand of friendship. My nation wants to take part in these talks out of a genuine interest in helping all parties gathered here and we are prepared to give our full support in any way. As is very well known Ethalia is a resource rich nation with a very strong economy, we wish to share our wealth with Tehuacan to help it recover and become strong again. Have I explained myself clearly enough or would you like me to clarify further? Ethalia is not the meddling power that the Tehuacano may think we are, we just want to help."

The Cadishi delegation was not surprised by the arrival of the Ethalians, but rather intrigued. But Kalin and Yael cared not whether or not the Ethalians stayed to talk. If this meeting was successful, there would be time later to organize their role in this movement. As a gesture of friendship, the Cadishi left their guards as well, the Seraph captain nodding in respect and leaving the side of the two Cadishi main delegates.

When they arrived at the cultural center, Kalin specifically noted the beauty of the island, and the expanse of the cultural center. The Provinces would be a stark contrast. Most of the provinces had cold tinge to it due to the closeness of the northern provinces to the northern winds that traveled from overhead of Zalkathar. Although, a majority of the islands and the more southern provinces had a tropical feel for them.

As the delegates in total listened to Messner, and then the Ethalian Minister. Kalin specifically listened to Crandon, acknowledging his words. The Cadishi had wanted to maintain a friendly relationship with Ethalia, but with Valadia up to its own schemes again and trying to win favor with the Ethalians which seemed to give the Cadishi a reason to step back. But listening to Minister Crandon's words, made the Cadishi wonder if they would help the west. Or themselves.

As Crandon finished, Kalin stood up, pulling down the hood of her robes, showing a gentle smile to the other delegates.

"Fellow delegates, its been made to believe that the West is in danger, constantly, from giants of the East. This is all to true. Most would call us paranoid, childish, or warmongering. This is why I thank our Tehuacano hosts for establishing this meeting. There was a time that both of our nations, the Provinces and the Modern Socialist Republic, trusted our Easterner allies. But after occupation upon occupation. My country, and obviously every nation here joining us today, including our gracious hosts, believe that the West can become strong but only if we can do so together. This cannot be a solo operation. One nation cannot overpower the other. I believe that if this meeting is successful, we will establish an organized effort, to defend our nations without seeking war. As to our friends from Ethalia's presence, my country cannot condemn Ethalia for its presence here, nor can we, per say support. This is conference for 'Western' nations. I think it would be hypocritical for someone from, what did you say? Central Catena? But I digress. There can be no middle ground for this movement. That is why I say that Ethalia should be allowed to witness these talks. Geopolitics were never my favorite subject in my time at school, but I'm sure no one else here actually did either."

Kalin took a moment to get a glass of water, making speeches were also never a fine suit for her as well.

"If this meeting is successful, Ethalia's role can be discovered later, if it remains committed to its words, and would support the west in its bid for restoration, unity, and self-defense."

Messner nodded at the words of both Crandon and Kalin. While the two men had been speaking, he had received a copy of the message that the Ethalian King had sent to President Huanca. With a decisive nod, he began speaking again.

"We are prepared to accept the statement of Minister Crandon as truth, and are also prepared to allow Ethalia to participate, should the Cadishi and Ikirans have no objections. You must understand, Minister Crandon, that dealing with nations outside of the West has brought both the Cadishi and the Tehuacáno nothing but grief. We are, understandably, cautious when dealing with such nations now. But Ethalia has not wronged us, and we feel you deserve the chance to prove you are different," Messner said.

The Foreign Minister nodded at the Cadishi next. "We are, indeed, hoping that the nations of the West can come together to form closer bonds of trade, and of mutual defense. Establishing trust is often difficult, and someone has to take the initiative. So, Tehuacán is prepared to be the nation to do so. For any nation of the West willing to join us in this effort, we are prepared to offer substantial trade concessions, including preferential trade agreements. In addition, we are most interested in joint initiatives to share defensive technology and training, so that our nations can act as one if we are threatened."

As the three gentlemen spoke, Prince Aven merely listened to their words. It was an Ikiran's way of getting to know a people. Listen to them speak and their words mean larger than that of their actions to be brought upon. The Cadishi seemed to be a bit of a puckish rogue of a people. Their style of dress and the way they address themselves as such define them as pragmatic but underlying distrust of everyone around them, even as they preached of their willingness to create a western movement. The Ethalians themselves however seemed to have a hint of honesty to their words. If the Prince-Consul was to judge their entire people of Minister Crandon, he would judge them as proud, innocent, but still a bit too reassuring to their benefit. The Tehuacano speaking, Messner, seemed to be the only one willing to be here without a scent of distrust of the ones around here. Despite its socialist political system, and its recent run-ins with imperialist Eastern Powers over the last few years, it seemed strange that the Tehuacano would spearhead a way for two monarchies to join the West for a future.

As the Foreign Minister spoke and ended, the Prince stood confidently in front of peers, beginning to speak as he nodded towards that of the Tehuacano and the Ethalians. "Fellow Delegates. I, Prince Aven of the House of Aelfric, Prince-Consul of Vhelia would like to thank the Tehuacano government and Foreign Minster Messner for hosting this meeting. When the Emperor was informed of such an invitation, he was intrigued, and sent me with due haste. I am sure that you are not aware of the Empire and the Confederacy and its inner workings, but I assure you, we come here to help our Northern Neighbors and our Western brothers in the West. My people grew up with economic and military upbringings, we have grown where others have not and we have to numbers and the ability to learn about your people to be of a helping hand."

The Prince smiled at all the delegates, his arms reaching out. "We are willing to begin economic agreements as well, to pool resources into creating a military force that can benefit from the ideals and tenets of military forces across the West. As I have said, Ikira and her Emperor's legions would be at your whim."

Messner was pleased with how things were shaping up. Even if only Ikira, the Cadishi and the Tehuacáno participated in this plan, with the Ethalians as a silent partner of sorts, there was the potential here to form a groundbreaking alliance for the West.

"I am glad that you are all open to expanding our ties. It would be best, I think, to begin discussions first about the economic part of this plan. Our proposal would be that we agree to either revoke all tariffs with each other on trade goods, or at least lower them to a very minimal amount. We would also propose that our nations agree to grant each other a preferred status on trade, agreeing to trade with each other before seeking out trade partners from outside our circle. Does that seem reasonable to all of you?" Messner asked.

Messner hoped that it did seem reasonable; for a nation that was avowedly opposed to free trade, such as Tehuacán, these would be huge steps. President Huanca would have to work harder convincing his own people to accept them than Messner probably would have to work to convince the delegates at this conference. Tehuacán was making more concessions than it had made to the outside world ever before in its relatively short and stubbornly Socialist history; Messner was keeping his fingers crossed that it would pay off.
