Motion for Passage of Justice; Binding resolution

After a careful searching and lengthy discussion with Assembly security a man dressed in a neatly pressed pin-stripe suit makes his way to the centre of the Assembly chamber. His hair is of medium length and carefully styled in the fashion of older Hispanic men and his skin possesses a deep olive-brown tone that speaks of a strong and pure-blooded heritage. He bows his head in a show of respect to the gathered Ambassadors before speaking in a polite and deeply respectful tone;

"Forgive me if I am unjustly intruding upon this most honourable body but my government feels that there is a matter of great urgency that we must discuss. But first, allow me to introduce myself. I am Felipe Acosta, I was born in the city of Pequena in the Santuano state of Altusa. I watched communist forces haul away my family to what I suspect was one of those death camps. I remember the screams of my wife and children as the guards held me while they were beaten and dragged away" Felipe looks away into the distance for a moment with a pained look in his eyes "but I am not here to speak of these matters - I am here to ensure that justice is done. The Aguirre regime, personified now by former Grand General Isandro Garcia, was a great evil that ravaged my homeland and indeed much of this region bringing dead and horror to all. My government fears that the International Court is stalling in its punishment of these evil men so I have been advised to present a resolution to this body. If I cannot do it myself perhaps one of your most esteemed number may like to take it up on my behalf. Again, I deeply apologise for my intrusion here but I believe that this motion MUST be seen by all of you so that justice can be brought down on these evil men."

Felipe then produces s piece of paper which he places into a projector for display on the view screen so that the gathered Ambassadors may see its contents.

"The International Court has in its custody the last remaining officials of the now deposed Aguirre regime. These men are some of the most evil men this region has ever seen and each one of them is responsible for many evils of the communist regime that preceded our free nation. It has the former Grand General who styled himself as the next Premier and ordered nationwide public executions and the continued operation of the death camps. It has Colonel Rodrigo Montez, who is known as the "Butcher of San Leona", the man responsible for the establishment of the death camps and the deaths of many thousands of people. It has Alonzo Alvarez, the director of the old State Security Bureau, who ordered mass murders, abductions and other heinous crimes. These are but a few of the evil men in the International Court's custody and I believe that they must be brought to justice for their crimes. So I present this resolution to this glorious body."

The Assembly of Catena;

WITNESSING the horrors and atrocities committed by the Aguirre regime carried out on the orders of the men detained by the International Court.

ACKNOWLEDGES the unjust and violent murder of many thousands of people across the region and the suffering of not only the Santuano people but also numerous other nations and peoples. The use of weapons of mass destruction, torture, rape, the operation of death camps for genocidal purposes and all manner of horrific crimes.

Hereby,

DEMANDS that Isandro Garcia, Alonzo Alvarez, Rodrigo Montez and all other senior communist officials captured by the allied forces be brought forth to face an international trial for war crimes and crimes against humanity.

DEMANDS that the International Court surrender these men for the purposes of a fair trial oversee by the Justices of the International Court. That the guilty parties shall not have name suppression or any chance of making a deal

CALLS for the swift passage of justice upon these evil men for the horrific atrocities they committed both at home and abroad.

RECOGNIZES this call for justice as a deep desire of the Santuano people to see justice for the families and next-of-kin of all those murdered by the Aguirre regime.

DEMANDS that such evil men should not be allowed to escape justice any longer than they already have.


After presenting the resolution to the Assembly Felipe performs a deep bow as another show of respect to the gathered dignitaries.

"As I have said, if I cannot present this resolution myself maybe a member of your illustrious body may take it up on my behalf. I humbly present this resolution for your consideration and hope that you may see the need for justice here."

*Ambassador Calhoun smiled pleasantly at the Santuano representative after reading through his proposal*

This is indeed a most important proposal and one that must be seen by the Assembly and the International Court. These evil men have avoided justice for far too long - it is high time that they be called to account for their crimes. For this reason I sponsor this proposal and present it to the Assembly on behalf of the Santuano representative.

Madam Administrator-General, perhaps you can now open this proposal up for debate?

Thank you Madam Administrator-General, we find ourselves in very troubling and busy times so your delay is perfectly natural. I have no doubt that you will have several matters on your mind right now.

But we cannot allow current events to prevent us from seeing justice down. The perpetrators behind the abusive and tyrannical communist regime that was only recently torn down in Santuana must face justice for their horrendous crimes against humanity. We can't have the man who started it all, Miguel Aguirre, but the International Court has in its custody several high ranking officials from the former regime - the man behind the death camps and mass executions, the laste Premier and several very highly ranking military officials. The Aguirre Regime carried out truly horrific crimes against humanity resulting in a startling loss of innocent life among other heinous crimes but the unjust murder of innocents is perhaps the worst crime of all.

These men must face justice lest we give the impression that such acts of brutality will go unpunished. We have to make an example of these men to show that the region and this body will not tolerate such heinous and inhumane crimes. We must act, we must see justice done.

I now open the floor up for discussion from my esteemed colleagues. Perhaps the Ambassador from the Commonwealth would like to weigh in here? We all know that the Commonwealth was one of the nations worst effected by Aguirre's power-hungry madness.
