International Preserved Areas Initiative; Possible draft of a WA proposal

Hello everyone, I've been rattling this around in my head and I decided to see what everyone here thinks. This is an extremely rough draft of a proposal I'm considering submitting as a WA resolution. Any input is appreciated, particularly concerning legality or duplication.

Environmental - All Businesses

The World Assembly,

RECOGNIZING the value of preserving our environment as an international issue, as environmental degradation transcends national boundaries;

UNDERSTANDING that nations working together in concert with each other, and with this Assembly, can preserve important and valuable natural areas to improve the environment as a whole;

NOTING that preserving important environmental areas has the additional benefits of improving beings' health and wellness;

Hereby

REQUIRES member nations to devote a minimum of 10% of their total land and marine area (henceforth termed 'preserved areas') to the establishment of protected areas, to bar all development or activity in those areas which poses the potential for environmental degradation, and to restore enough land and/or marine area to an undeveloped and pristine state to meet the requirements of this legislation, if necessary to ensure compliance;

REQUESTS that member nations, when establishing preserved areas, do the utmost to preserve the widest variety of ecologically-sustainable biomes and unique ecosystems as possible, to ensure the widest preservation of biodiversity and greatest potential environmental benefit;

ENCOURAGES member nations to cooperate to establish preserved areas along national borders, where feasible, to provide a buffer of preserved areas between neighboring nations to discourage undesirable development which could harm neighboring states due to cross-border pollution or environmental damage;

URGES member states to refrain from activities bordering preserved areas in neighboring member states which could cause harm to those preserved areas, and to consult with their neighbors before engaging in such activities;

PROHIBITS military operations or facilities in preserved areas, or the use of preserved areas to launch military campaigns, except in times of dire national emergency or in order to protect the integrity of national borders;

ESTABLISHES the International Preserved Areas Association (IPPA), which shall have the task of assisting member states with establishing and following internationally recognized best practices and standards for the establishment, maintenance and protection of preserved areas, as well as providing guidelines for specific preserved areas as to what development or activity would not be compatible in those preserved areas;

ALLOWS the IPPA to solicit and collect donations for an International Preserved Areas Fund, to be dispensed by the IPPA to assist member nations without the resources to implement this legislation by providing funding for restoration, and for providing fair compensation to landowners, businesses or other interests whose property is claimed to establish preserved areas.

I can't see any things that I would personally object to myself and I'd be entirely behind this initiative. Encouraging environmentally-friendly measures and establishing bureaucracy are both key purposes of the WA. However, some people could interpret this as being rather far-reaching with the whole telling how much they need to have and where it needs to be. Not everyone might get the entire point of the national borders thing, for instance. Personally, I found these parts the best parts, given that without them, it's loses its teeth as a piece of legislation and becomes merely a commendation of the benefits of parks and a statement of their importance. Not to worry though; anyone would do pretty much anything for awards.

Besides, this makes more sense than most of the stuff they're passing these days anyways. ^_^

This is very true....thanks for the input! I'm probably going to post this on the WA forum shortly and see how long it takes the people in the festering snakepit (aka the GA) to rip it to shreds.

In any case Santosa would strongly support this motion. Protecting and preserving the environment has always be a central concern of successive Santosan governments with the current Communist one being no exception. Santosans view the land as an extension and part of the people, if the land dies so too do the people. The level of care and attention given to protecting and preserving the environment in Santosa has led to Santosa having one of the lushest and healthiest environments, right up there alongside Tehuacan.

Just take a walk in one of our century old rainforests. You will see Jaguar, Santosan Tapir, a large array of snakes and constrictors, various parrots, several species of monkeys. It really is a diverse environment and that's only the rainforests, we have plenty more where that came from.

I've posted what is most likely the final draft before submission; added a clause allowing the IPPA to dispense funds to recompensate people whose property is claimed for a preserved area, and made some minor edits for brevity.
