Emergency Powers Act

To partly remedy the problem of the absent Mayor, I propose the following emergency powers be granted to the rest of the government.

Purpose: To provide secure and stable government in the absence of the Mayor of region, and any other government official for a prolonged period of time without due notice.

Amendment I: If it shall come to pass that the Mayor of the region is absent from public comment or activity for a prolonged period of time passing more than five days, emergency powers of passing legislation shall be granted to the City Council and to the District Court.

Amendment II. In such a scenario, any proposed law must be unanimously passed by the City Council and have a majority ruling in its favor from the District Court.

Amendment III. Should the City Council or the District Court have vacancies during such a time, then the government officials currently in office shall possess all legal authority to process, debate, and pass legislation.

Amendment IV. Upon the return of the Mayor and/or any other absent government official, all laws that have been passed under this act shall become null and void.

Amendment V. Should the City Council and the District Court unanimously agree, they may hold an alternative election to replace the absent official only after which a sufficient amount of time has passed where it has been deemed that that nation is not returning, or should it be deemed that the post be filled for the better off of the region as a whole for government needs.

Amendment VI. It is understood that this law shall become null and void upon the return of the Mayor, or upon the election of another one to take their place.

I, Maurecos, hereby propose this law for the betterment of our region.

Seconded. When/if our mayor returns, we should improve upon this law in an act that will fill the void in our constitution that fails to address it. Thank you for your hard work for this region, Maurecos. It is much appreciated.

The law has been passed unanimously, seeing that as of now we only have two council members. This law is now officially in effect.

I also hereby propose that the two nominees be confirmed to the court immediately without questioning. I also propose that Grumpy be placed on to the City Council to fill Shabakastan's seat in an interim position.

I second that motion.

The two associate justices should now be considered confirmed, and Grumpy should be considered a full member of this council, pending elections.

Although now we face another problem, of logistics. This forum is fully controlled by TJF and as such only he can grant access for Grumpy to post in here. The same goes for the two nominated associate justices in the court forum, I presume.

Short of creating a whole new offsite forum, what can we do to remedy this situation?
