Hmm.... the price to performance ratio there isn't exactly the best. I can tell you from personal experience that, even on low, (I used to have a 8350, Radeon HD 7770 and 8GB RAM), Arkham Asylum frequently dipped on my machine. To the point where I just bought Asylum and City on PS3 before I got my current computer. If you're pressed for cash enough to the point where price versus performance isn't worth it, I would still urge you to consider the 950. Even with the 6670, you'll need at least 350 to 400 watts. It still isn't safe to run it on 250. You risk the PSU overloading and damaging components.
To put things into full perspective:

This metric right here shows that, on low, you'll average about 40 fps at 720p and very low will get you an, overall, stable 60+ fps. So smooth gameplay will require very low settings. Also, Bioshock Infinite is a very well optimized game.

The 950 gets 65 FPS at 1200p at Ultra for about double the price of the 6670. ($60 vs 120-140). That's a performance difference of massive proportions. That's over well over 15 times more performance. The 6670 would dip under 5 fps at those settings. Just to put things in perspective.

on my new pc for the first time gonna run some of my old games and see if there improvement from the start

noticeable speedup on webpages guess the extra ram really does make a difference

The horror.
The first things you need to upgrade would be your RAM and getting a GPU. RAM is relatively cheap and you only need 8GB for most modern games to run properly. Also, I would suggest no less than this GPU. Which I found used on Amazon for $100 for you.

No 'low profile' card will get you what you want. Honestly, your motherboard's integrated graphics are just as powerful as a low profile graphics card. If you want to play anything with 3d graphics from the last 10 years, you're going to have to upgrade the power supply past that 250 watts one and get a dedicated graphics card. Trust me, we're trying to help you. A low profile card is just not going to do what you want with any stability or fluidity. Superdubes posted a decent minimum card there that would do what you want. Personally, I still stand by the 950 as the best cost to performance ratio card. Trust me, we're really trying to help you successfully achieve what you want with the lowest cost possible. I really wish there was a good, low profile card that could do what you wanted without the need of upgrading your power supply. But even the 7770 (a barely okayish 720p card) sucks too much power for the 250 watt PSU.

I gave the pc to my nephew and bought another this was a 1500 dollar gaming PC in 2009 won it for 190 dollars on ebay its already got great abilities it can run skyrim and bioshock original easily

cpu : core 2 quad extreme (Q6850) 3.00 GHZ
ram : 4gb
Hdd : 500 GB
Optical : DVD RW/ Blu Ray Reader
Graphics : Nvidia GTX 260
Psu : 750 watt

I think I still wanna upgrade it though I should have way better chances with a 750 watt power supply

Also it can use two graphics cards at once it seems

Yep, that 750 Watt PSU provides much better ability in upgrading the GPU. And that CPU can handle itself with the average game. Although, all in all, the system should allow you to play games such as Bioshock Infinite well enough on its own. The only upgrades I'd think of doing, if you wanted to, is the graphics card and maybe throw in 4 more GB of RAM, though that's something you'd need to be more careful with (RAM needs to be mirror images of each other in all values [Such as frequencies] to work together). Upgrading the graphics card is quite literally plug and play in its simplicity.

Sounds like you got a decent system for what you wanted to do there!

The RAM you listed should be totally fine. Your motherboard on your new Dell takes DDR2 RAM, so that Ebay listing should be good to upgrade your computer to 8GB RAM.

As for graphics cards, I still stand behind my recommendations from before if you wanted to upgrade your graphics card. However, the card your computer came with should serve you fine for Bioshock Infinite.
