Congress Chapter
Basic Duties of Congress
1. The power to collect, levy, and raise taxes.
2. The power to make laws regarding bankruptcy, naturalization of its citizens, and otherwise regulate commerce.
3. The power to coin money, and regulate its value.
4. The power to create post offices and roads.
5. The power to declare war (including to raise armies, navies, etc.)

Candy desk
a tradition of the United States Senate since 1968, whereby a Republican senator who sits at a desk near a busy entrance keeps a drawer full of candy for members of the body

Casework
the response or services that Members of Congress provide to constituents who request assistance. Each year, thousands of constituents turn to Members of Congress with a wide range of requests, from the simple to the complex.

Caucus and conference
Caucus: the organization of Democrats within the House and Senate that meet to discuss and debate the party’s positions on various issues in order to reach a consensus and to assign leadership positions
Conference: same as caucus but formed by Republicans

Censure
a congressional procedure for reprimanding the President of the United States, a member of Congress, or a judge. Unlike impeachment, in the United States censure has no explicit basis in the federal constitution. It derives from the formal condemnation of either congressional body of their own members. When censured, the member must give up any committee chairs they hold, but he or she does not lose his or her elected position.

Cloture
After cloture has been invoked, the following restrictions apply:
No more than thirty hours of debate may occur.[14]
No Senator may speak for more than one hour.
No amendments may be moved unless they were filed on the day in between the presentation of the petition and the actual cloture vote.
All amendments must be relevant to the debate.
