I was unsure of whether this should go here or in fishing, but, anyway -

I have been considering setting up some static lines to leave overnight, and
hopefully catch some eels.
What I would like to know is:-
Is it legal?
Do the same rules apply as for normal traps?
(I would oviously check them)

I don't think they will be legal because they would be none specific i.e. catch species other than eels also. You may also need a licence to trap eels in a proper live catching eel trap.

I've just checked into this further, it seems the native eel stocks are perceived to be under threat from loss of habitat, parasites and over fishing in other countries by Johnny Foreigner. So you may be refused a licence.
The trap used in this country is called a Fyke Net this is basically a double funnel, unfortunately this also can catch other none target species.
