In 2002, a civil war broke out between two factions in Demoness: the Loyalists, who supported Empress Jia Li, and the Traditionalists, who supported Princess Hikari. While the beginning of the conflict had roots in Jia Li's denouncement of the religion, it grew into active debate about the country's policies and its place in the modern world. In the end, Hikari's forces lost and she fled the country, but her supporters continued to fight against the perceived heresy left on the throne. While the resistance took many forms, its most active and controversial branch was the Apostates, who were officially condemned by Princess Hikari for being too violent.

The Apostates, founded by college student Leeda Mailin in 2008, have carried out various attacks across the nation, from setting fires to the 2011 ITC Patin attack, which released a nerve gas in a residential building and killed 53 and injured over six thousand. While Leeda and the public Apostate leader, Rowena Mira, were arrested in December of 2011 and a concentrated effort was made to arrest Apostates, the organization did not cease to exist. Instead, it splintered into more dangerous groups: the Apostates, who continued Leeda's work; the Heralds of Qayima, a violent doomsday cult; Anathema, the group who seized the Apostates' weapons caches and smuggling operations; and the Purists, racists who want to rid Demoness of outsiders by any means necessary. However, they are typically still referred to by the umbrella term "Apostate" when speaking to outsiders since the government wishes to hide the extent of the problem.

Since we have not established diplomatic ties, assume for this purpose we're on good terms.

CLASSIFIED CABLES SENT DISCREETLY AND SEPARATELY TO EACH GOVERNMENT'S INTELLIGENCE AGENCY:

After extensive intelligence gathering, our government has come to believe there are members of the terrorist organization, the Apostates, within your nation. As they pose a continuing threat to our country and are a dangerous element, we are requesting cooperation in apprehending the members of these cells and permission to enter your country in order to do so.

A statement by High King Nebuchadnezzar to Euphrati news channels following the leaking of "classified" dispatches from Demoness

The brave and faithful people of Euphraties have many grievances, including the long occupation and repression of our people. I'm not anti- Demonessian. Demonessians are creations of Qātiš, just as the beasts of the forests and the sharks of the sea. However just as those creatures need to taste the reign of man so too must the Demonessian be held responsible for their actions, they are accountable to their people, to the community of world leaders and to the almighty Qātiš. This filthy virus, the Demonessian, which lashes out, like a wild beast, and infects all with the stain of their sins, must finally be caged.

Is it possible for us to witness a world without Demoness? You should know that noble and honorable goal can certainly be achieved. I am quite aware that a distinction must be drawn between the Demonessian government and the Demonessian people. We do not hold Demonessians accountable for the faulty decisions, past and present of their leadership. They want to live in peace, like we all do.

However ask of yourself the following:

Who abducted forcefully hundreds of thousands of people from their homes in Euphraties during the dark period of occupation?

Who imposed colonialism for centuries upon this world?

Who occupied lands and massively plundered resources of Euphraties, attempted to destroy our culture and identity and alienate our language?

Who dominates the policy-making establishments of the world economy through fear and oppression?

Of course, the answers are clear.

They consider themselves superior to others, enjoying special privileges and concessions. They have no respect for others and easily violate the rights of all nations and governments. This they enforce through intimidation and fear and the recourse to threat and force.

They tolerate no question or criticism, and instead of presenting a reason for their violations, they always put themselves in the position of a claimant.

Today is no different, from mouths that plead justice we can see the lies and hypocrisy. They begin a witch hunt and in so doing have the audacity to request to once more place their troops, soaked in the blood of our people, on our soils.

Should criminals of any origin be found on Euphrati soil we will address the issue according to our laws and customs, customs which have survived despite the best efforts of the Demonessian government.

Why then I ask should they attempt to, through stealth, once more invade our nation?

What is their hidden secret? Or perhaps we see once more a return to the wars and enslavements of the past, justified through a claim of justice.

The claims of their government can not be trusted, the actions of this so called terrorist group have certainly been exaggerated, even the very existence of the groups is doubtful, a figment of Demonessian creation.

And for what purpose? I tell you, this is the beginning of the return of Demonessian imperialism. Under a flag of liberty and justice, a crusade will be launched to invade and oppress those who are blind to the truth.

Rather then a rush to violence we insist that an independent fact-finding team had been formed to validate these claims of terrorism and make the general public aware of the truth behind the lies.

Our great nation stands ready to once more resist the Imperialistic motives of the soulless Blackhearts.

Silver and marble statues lined the halls, next to colorful pillars of red and green, but they were placed carefully as to not distract viewers from the magnificent paintings of great kings and battles of Pelhaforan history. The Mezyan faith, too, was not neglected; icons of the Prophet Mezya and all the Six Patron Angels were present, even the Angel of Death himself, who was depicted as a grim little fellow with dark wings and a bent sword. But these were only side-shows; the attention, obviously, was focused on the dazzling earthly portraits of Pelhafor's glories and heroes, including one of the Crown Prince himself. That, of course, was a recent addition.

The Minister of Health walked through these halls once every week, specifically on Tuesday mornings, because that was when the Crown Prince called together his entire Cabinet for a complete report on the state of the Kingdom. Not that it was his Cabinet, of course, but the fact that the aging King preferred to spend his days picking flowers meant that the Crown Prince -- the King's third eldest son -- ran the daily affairs of the nation. Not that it mattered, because nobody really cared about the Ministry of Health. And that was why there were so few good hospitals in Pelhafor.

The Health Minister arrived at a certain door at the end of the hall, where Cabinet meetings were held. To his surprise, most of the ministers were already there, including a gruff-looking fellow who sat near the Crown Prince. Ahh, the intelligence chief is here. He doesn't usually attend these Cabinet meetings...

The minister bowed. "I apologize for my lateness, Your Highness. There was a traffic -- "

"You aren't late, Minister. We were just early. Please, take a seat." The Prince gestured to an empty chair.

The minister seated himself and the meeting began. Each ministry head gave a report on his respective department, then discussed items on the agenda, and so on.

"... and next on the agenda today, brought up by Chief Mukenin, is regarding a classified message from the Demonessian government..."

The intelligence chief, Mukenin, shuffled his papers and cleared his throat. "Two days ago, at approximately 9:20 a.m., one of our agents in Demoness forwarded us a secret dispatch from the Adoni State of Demoness. You will find a copy of that dispatch in your papers, translated into Pelhaforan, labeled 'top secret.'" Cue the shuffling of papers. "As you can see, they have given a list of several high-ranking members of the Demonessian terrorist organization, 'the Apostates,' that they believe to be hiding outside of Demoness. As far as I know, many governments aside from ours have received similar messages from Demoness."

"It shows how incompetent their intelligence agency is -- they don't know where half of these criminals are, not even which country they went!" the Deputy Defense Minister remarked.

"There's also this preposterous request for 'permission to enter your country'," noted Foreign Minister.

"Indeed, it is quite clear they have lost control of the situation," the Prince agreed, peering over the message with his glasses. "Putting discussion of our official response aside..." The young royal looked at the suited man beside him. "Interior Minister, have you found any of these Demonessian criminals in the country?"

"Yes, Your Highness. My Ministry has found that at least four of these so-called 'Apostates' entered Pelhafor within the last month. We have National Police agents tracking their movements as we speak. These include Gin the Younger, Lennis Maeden, and Ellie Sakura. However, we have not yet located the fourth, Roukai Topaz."

CLASSIFIED CABLE FROM THE PELHA FOREIGN MINISTRY , to the corresponding Department:

We have determined that a number of foreign nationals that entered the territory of the Kingdom of Pelhafor within the previous three weeks may be members of the alleged Demonessian terrorist group 'the Apostates.' You will be pleased to be informed that the involved Ministries and their Heads, as well as His Majesty the King of Pelhafor himself, have been informed of this issue. The governments of Pellhafor and Demoness share a mutual desire to uphold international security and combat political terrorism. Seeing the situation as grave, our involved Ministries will do everything in their power to cooperate with Demonessian intelligence agencies and police forces in the transmission of information regarding the criminals, which will hopefully lead to their speedy capture and extradition back to Demoness. To this end, we request all information regarding these criminals.

In regards to your request to send Demonessian agents into our territory to assist in the finding and capture of these criminals, we decline on account that our laws do not allow that, but rest assured that with enough information on these criminals, our law enforcement agencies will be able to locate and arrest these alleged terrorists.

The meeting was small and included only a handful of officials; this was not to last long and was more a face-to-face briefing before heading to other, more important meetings. Guri Katsuragi was an older, dignified matron, noble not only in her blood but also in the way she carried herself. Despite being over ninety, the silver-haired woman still served at her post proudly while ruling the Clan of Katsuragi. Beside her walked Ryosuke Akagi, a man half her age that she was grooming to become her replacement. They had similar temperaments, preferring the delicate dance of diplomacy to the rattling of sabers, and he had purposely turned down promotions to remain with his mentor. He too had a distinguished air about him, aided by the touch of silver in his black hair, and he had adopted the international custom of cutting one's hair short.

Guri's expression was stern but thoughtful as she approached the meeting room, where two younger figures waiting. To the right near the head of the table sat Adoni Killian Diomasachi, leader of her parent ministry. Despite being Ryosuke's age, the years had been kinder to him, giving him a youthful face and a spring in his step; Guri attributed it to his enthusiasm and the light in his eyes. His presence was in direct contrast to Adoni Megumi Orikasa, who stood with arms crossed on the far side of the room. The red head was comely for a woman of her age and Guri knew from experience the woman could even pass for beautiful or inhumanely homely when she set her mind to it. Now, though, she was dressed in a sharp business suit and her eyes were steel and her mouth was set in a grim line. Guri bowed as she entered and was invited to sit when pleasantries were exchanged; Megumi remained standing, but she turned her attention to the table.

Guri pulled out the dispatch and laid it between them. "Pelhafor refuses to allow us entry to retrieve the criminals themselves-"

"They will regret that when they try to apprehend Gin," Megumi interjected snidely.

Guri nodded, almost in acknowledgement, but continued without a beat. "-But they have agreed to arrest the fugitives. It should only be a matter of petitioning the King, or His Grace the Prince, to extradite the criminals once they are caught." She purposely caught Megumi's eye as she added, "I do not recommend invention by other means unless we confirm a more dangerous fugitive is within their borders. They are, after all, a fellow monarchy and Her Divinity wishes to remain on amicable terms with Pelhafor."

Megumi shook her head. "Gin is an amontsu," she replied, knowing she could use the term freely within present company. "And a person of extreme interest. I don't think leaving it to local law enforcement is a wise decision."

"Neither is being shot during an arrest," Guri countered. "If Gin cannot evade capture, she will surrender and escape when the opportunity arises. I think you overestimate her skills. She has been outed. Amontsu code dictates she is no longer protected." She paused, reading the barely concealed change of expression on Megumi's face. "But there is something you have not told me." She studied her again. "And will not reveal," she continued, and sighed. "Well, that makes my analysis of the situation inaccurate, but I still do not believe it is wise to take action in this case, Adoni Diomasachi. Only to respond."

Killian nodded. "Noted. And what of Euphraties?"

She smiled with mild amusement. "You have to even ask?" she replied. "They were hurt deeply by our ancestors and it is a wound that continues to fester. Respond, if you must, but it will make no difference. It may take centuries to soften their hearts."

He sighed. "I thought as much, but I still hope your answer will be different." He glanced at Megumi, who shook her head. "That will be all, Lady Katsuragi," he said. She nodded and bowed and he rose to respectfully return the gesture. Ryosuke trailed behind her, leaving his thoughts unspoken until they were several doors away from the meeting room. "Adoni Diomasachi was hiding something about Euphraties," he said.

"And he will continue to do so." She turned to him. "You will have to find your own sources when I'm gone," she said suddenly, alluding to the fact that she had ways of finding out what Killian was hiding. "Not all of them are available to you and those that remain may not trust you."

He nodded grimly. "I know, milady," he answered quietly.

---

Killian turned to Megumi as the door closed. "Do you still insist we insert someone into Euphraties?" he asked.

"Roukai Crafty warrants it," she replied seriously. "She has High Guard training and was directly connected to both Leeda's and Rowena's inner circles. That's a dangerous combination."

"Are you sure this isn't some sort of revenge?" he asked carefully. Prior to the ITC Patin attack, Megumi had gone undercover herself to ferret Apostates despite being highly recognizable. Amazingly, the ruse had worked, but she had learned too little too late to stop the attack. Roukai had masterminded the operation and had evaded Megumi's personal reach twice.

"Diomasachi, if I wanted revenge, I wouldn't need your permission." Megumi smiled sweetly, no differently than a woman receiving a compliment. "If I bear no evil toward the man who shot me in the kneecap, why would I bother with a personal grudge against an upstart like her? The point is that despite one slip in common sense, she is an intelligent woman who knows the security procedures of the Plateau. She should not fall into the wrong hands." He was disinclined to agree with her, but nodded. "Besides, I'm more worried their public broadcast. Confidential information got into the wrong hands and I believe it is more than just Euphraties." She scowled. Several months ago, the shadow amontsu guild Vulareishite had proposed a truce with the Demonessian government, but she was wary to trust it and this seemed to confirm her suspicions. The Apostates never would have lasted for as long as they had without the secret help of Vulareishite, who had penetrated the highest levels of their government. She'd thought she'd purged their influence entirely, but she would have to cleanse the ranks again.

Killian looked at her. "That's a talk for over my head, ne?" She nodded. "I need to know who else may know," he said.

"I will get you a list, but I cannot give you full disclosure, no matter how hard it makes your job," she replied. "I apologize, but the order comes straight from the High Priest. Feel free to protest; he has been very paranoid as of late."

He nodded and looked at his watch. Xel, the High Priest and de facto military leader, would be with them soon.

OOC: I would have put countries next to most of the names, but we're still not sure about geography. Also, I'm assuming that you didn't ask for Topaz's information because you haven't "confirmed" her location yet.

TO: (Appropriate Pelha department)
FROM: The Ministry of Justice, Demoness
SUBJECT: Demonessian Fugitives

To Whom It May Concern,

We thank you for your cooperation. We understand the reluctance to allow foreign agents on your soil. However, we request permission to send a liaison to communicate directly with your law enforcement agents and to facilitate extradition of the criminals to our country. Of course, we would not presume that extradition would occur and we will petition for permission through the proper channels once the criminals are apprehended. Please see attached dossiers.

The Honorable Eamon Lucian, Adoni Justice
The Dragon's Realm of Demoness

Attachments:
Lennis Maeden: 35, former priest of the Order of Hierachs. Cross-trained as a Sage 2003-2009, but became disillusioned with the Church. Favorite of Leeda. Tried to seize control of the Apostates when Leeda was arrested and successfully killed three rivals before being forced to flee. Primarily wanted for multiple acts of arson, including incendiary bombs. Known to be cautious and scope a place before attacking but rarely deviates from his modus operandi.
Ellia Sakura: 25, former college student, full-time Apostate agent. Part of original movement and made second-in-command of Third Fortress cell. Following Leeda's arrest, murdered cell leader and seized control of several other cells, including Lennis'. Formed the Heralds of Qayima, a doomsday cult that believes in violence and blood; HoQ is intent on indiscriminate destruction, only preferring Demonessian targets, and believes it will cause the end of the world. Ellia has been profiled as a sociopath and may be using her charisma to start cells abroad. She was linked with the first Apostate bombing and several of the most violent acts of terrorism. Approach with caution.
Matsuda Gin: 28. Appears to true birth name and have citizenship, but is suspected of being a spy for a foreign government. Know to be proficient in hand to hand combat and assassination. Wanted for questioning in several unresolved cases. Considered dangerous.

OOC: And nearly all of Gin's dossier is a lie. Sorry. Amontsu aren't supposed to be public knowledge (let along Vulareishite), so that makes it hard for them to explain it. :S

---

Meanwhile, two teams of agents boarded flights from Solaris International, bound separately for Euphraties and Pelhafor. They traveled lightly, carried passports and identification from other countries, and were mostly forgettable.

OOC: Take this as an excuse to describe your countries because Megumi would send agents regardless. It's a bit difficult to select characters to suit your countries though with your lack of fact books... >.> Looks-wise, that is. The last thing I want to do is send someone who sticks out like a sore thumb.

"It's been what, thirty years, hasn't it?"

"Thirty years since what?"

Two women in blue flight attendant dresses were seated on a bench, listening to the ubiquitous, friendly-sounding mechanical voice give information on international and domestic flights. One woman was cross-legged and the other leaning back with her eyes half-closed, as if trying to sleep. Both were in their late 20s and looked fairly young. The cross-legged attendant had a cup of coffee in her hands but didn't drink, but instead gazed at the bright blue sky outside. The sound of airplane engines warming up could be heard through the glass curtain wall that was characteristic of most fancy airports she'd been to. Haitun International Airport was one of them.

"Since, you know, the War."

"I'm not old enough to remember it, sorry."

"Me neither, I was born after the War ended. But you do remember how this city looked like when we were girls?"

The other attendant sat up, appearing somewhat tired but continuing the conversation nonetheless, "Yeah, I remember. There were mostly small houses and many of the streets weren't even paved. It... wasn't really even a city thirty years ago, when we were kids. It was just a big town. Until they built the factories in the suburbs."

"Oh yes, it started with the government-built factories. After that came the skyscrapers in the business district, then the foreigners."

"Don't forget the subway."

"The subway!" She clasped her hands in joy. "I loved riding the subway. The trains and stations were so shiny, everything so polished." She turned to her friend. "You remember when the Haitun Metro first opened, right?"

"Hmm... vaguely."

"It was very crowded, you remember, because nobody had ever seen or ridden an underground train before. So during the first week of its opening, the subway trains were filled to the brim -- the streets were entirely empty because everyone was underground! The bus company nearly collapsed during that month."

"Loss of revenue, huh?" She yawned and looked out the windows, towards the faraway glass and concrete towers of the city proper. "And now Haitun is here, and so is Pelhafor. And us. We've gone so far, haven't we? Thanks to the King's modernization efforts."

"Yes, and to the foreigners."

"Of course, the foreign investors." They observed as a group of suited men and women passed by, arriving from an international flight. Some of them looked Pelhaforan, but the way they dressed and looked around seemed somewhat alien. Overhead, a mechanical voice spoke in Pelhaforan and other languages, relaying flight information and other airport matters.

The raids were to be conducted simultaneously at midnight to apprehend all four targets before they could warn each other -- one in the Pelhaforan capital city; three in the Haitun City suburbs. Ten minutes before the raids, the involved street blocks were surreptitiously sealed off, with preparations checked and double-checked. Snipers were placed on rooftops and National Police agents surrounded the areas. It was a matter of giving the signal.

Two plainclothes cops stood at the corner of an industrial district street, a block away from the action. Their hands were in their pockets, ready to draw out either police ID or their handguns, whichever was needed. One of them, though, took out a cigarette and a lighter. "So, who's our target this time? An infamous anti-government agitator? A powerful and wealthy mafia boss?"

"No, it's supposedly an actual terrorist. A foreigner, someone named... Muht-su-da Gin?"

"Huh, really? Sounds dangerous."

"Eh, I doubt it."

Suddenly, a smoke round went up, accompanying a loud 'pop!' Immediately, two squads of National Police agents kicked down the front and back doors of the building and entered, shouting in Pelhaforan: "Do not move, we are National Police! You are surrounded!" Guns pointed at them, some of the figures in the building froze...

The Interior Minister skimmed through the classified cable from Demoness, noting that the information on the third suspect, Gin, was the most lacking. He glanced up to his aide. "Well, I've already given the order for the operation to be carried out... I wonder how they're going."

OOC: Hope these two are an appropriate choice for ethnicities.

IC:
Isadora Nedia was a young, intelligent woman. She had a natural talent to learn languages and from an early age thirsted for new experiences. Within a single conversation, she could pick up the basics of a language, speak it within weeks, and have no accent by the end of a summer. She choose to become a linguist, intending to use her talents to become an interpreter or an academic, but NDAISE discovered her talent and molded her into something more. She had a forgettable but fair face, her pale blue eyes being the only feature to stand out, and her hair was receptive to frequent dyeing and styling. She learned how to blend in, to disappear, and to gather information. It was a life she enjoyed, even if there were occasional dark patches she didn't.

Grey Heili's profile provided a stark contrast next to hers. In his mid-thirties, he was good-looking but not handsome, with reddish brown hair and violet eyes, a recessive gene among his people. Despite being from a formerly wealthy family, he chose the harder life of being a policeman and was rejected by his family at sixteen. He was content fighting common crime and would have continued to do so if not for a series of events that led to him meeting his wife and being transferred from Solaris to Sacred Rock. He began to suspect his wife was a member of NDAISE after a series of suspicious absences and somehow managed to be inducted as an agent. Despite his enthusiasm, he is an average operator and has had to defer to his partner several times despite his seniority in years; he was used to it after dealing with his wife.

Isadora openly read their target's file on the plane; it had been scrubbed of any classified information and, unfortunately, her picture and she was only reviewing it to refresh her memory; the full file was back at headquarters. Gin the Younger was one of the amontsu, the Clan assassins of old, but that wasn't all: she was also a member of Vulareishite, a shadow guild of amontsu that NDAISE had only recently confirmed existent. Because their primary informer on Vulareishite was a former member, all the information they gained had to be taken with a grain of salt, and it was difficult to classify what additional training Gin may or may not have had. Gin seemed to have a relatively normal childhood in a home with a loving family and a middle-class home, but somewhere along the way she had been flagged for amontsu training. Perhaps her martial arts ability had caught their attention, or there had been another sign, but nevertheless she had been tapped. At eighteen, she completely disappeared from record, which NDAISE analysts had identified as the moment she had joined Vulareishite, and she didn't resurface until age twenty-two as a woman named Tsuki Ito, coworker to Kensuke Eida, senedhi aide and former boyfriend of Princess Hikari who ran an Apostate cell. Gin used her influence on Kensuke and Vulareishite guided and aided him. When Kensuke's treason was discovered, his whole office was shut down for investigation and Gin resisted arrest, prompting investigators to look closer at her record. She was later identified and placed on the black list, but to Isadora's knowledge her name had never been placed on a public wanted list.

Grey glanced at the file. "I'm still not sure about this vacation, love," he said in English. "I know you want to meet your family, but..."

Isadora smiled sweetly at him as she closed the file and put it away in her carry-on. "You'll love it," she replied in accented English in a reassuring manner. "Haitun City is beautiful and I can't wait to show you all the places I used to go!" They posed often as foreign husband and native wife to alleviate any suspicion against him; it also left him free as her handler to disappear.

She laced her fingers in his and leaned in close as the plane descended. They would begin in the newest parts of the city and work outward. If Gin was here, she had a mission; she could otherwise disappear. They needed to find her contact.

When the plane landed, they debarked and headed toward the international and affluent districts.

---

Maeden Lennis was no coward, but he wasn't stupid. He had no weapons with which to fight, having fled barely with his life, and he wasn't about to lose that now. As he put his hands over his head, he wondered where it had all gone wrong. He'd been a good boy, he'd become a priest, he stood up to the Church when it deviated from its own doctrine...

---

The agents were greeted by loud booms when they entered the front and back doors of Sakura Ellia's apartment; she had rigged the doors with some sort of improvised explosive devices that spat nails and battery acid. The apartment, formerly quiet, began to fill with the sound of her screaming as she charged the nearest officers with a katana and made a slicing move meant to decapitate.

---

Gin was beautiful and demure when she had to be; with long, dark hair and milky skin, she was considered an ideal companion for a Clanswoman and would inspire compliments with the bat of her eye. In Pelhalfor, she'd used her experience to acquire a job as a secretary. It was an ideal position to hear information, especially when trying to find a woman who didn't want to be found in a foreign country; it was also habit to gather information in general to pass along.

But when she didn't want to be demure, she was an ambitious, cold-blooded killer. Despite their stealthy preparations, she had spotted their snipers on the roof across from her apartment and began to do her own reconnaissance of the situation. Streets were blocked; they expected trouble, but she knew that when she saw the snipers. It also meant heavy-handed armed confrontation. While the police made their preparations outside, Gin calmly began going through her possessions and hid what weapons she could on her person. Most were innocuous items - a comb or a bracelet - but she hid a small pick in the band around her thigh. She considered retrieving her chakrams from their hiding place, but that would provide an open threat and she wanted to take them by surprise; she estimated she could take out a breaching squad without them.

She sashayed to the center of the room with a long silk scarf and posed on a yoga position. She froze in that position as the agents breached the door and smoke filled the room. She pasted an innocent, surprised look on her face as she counted the bodies entering and determined how to deal with them.

---

Topaz Roukai's life was a mess when it had started out with so much promise. She'd been a daughter of the High Guardsmen and had enjoyed the training, but she didn't believe the life was for her. Instead, her path led her to computer programming and then NDAISE. NDAISE seemed to have wanted to groom her for a specific purpose, to find Princess Hikari, and it was all the young girl knew when she was inserted into the Apostates. She was a pretty young thing and had quickly been used as a drug mule to fund Apostate operations, but she began to realize she could skim off the top and keep some for herself. She also saw terrible things - not only from the Apostates, but from their drug contacts - and yet she was drawn deeper into that life. She forsook her assignment to become a drug runner and made a decent living that way. Then her older sister's face made national news and her face, almost identical to hers, became recognizable and she had to flee.

She knew the police were coming seconds before they breached her door, hearing their boot steps in the hall. Like Ellia, she had booby-trapped the front door, but she'd left other entrances alone. She shot blindly into the smoke and retreated toward cover to assess her situation. She would not die here and she would not be taken.

OOC: I should probably mention somewhere that Pelhaforans are Asian...

"Blue Hawk to NatPol HQ, we have apprehended the target," the officer reported over secure radio. A number of agents surrounded and restrained Maeden, searching his body for weapons. When they found none, they pulled his arms into position and handcuffed his wrists. "Good, aumu. Take him to the van."

Razei exhaled, and with a firm resolution he lifted his foot and kicked with great force. At once the door was forced open, but he heard a click which made him stop. "There's a trap -- " He stepped back but his body was soon jerked backwards, thrown to the ground. There was a pain in his chest and he felt it bleeding...

As the smoke poured out, the other agents took position and readied their weapons. The first agent, fortunately for them, had taken much of the hit and was now wounded on the ground. Most of the others had been blown back by the explosion, but remained unhurt. Still, they cursed their luck. From the smoke-filled room they heard the sound of a woman's fierce scream. In the smoke, a figure appeared, wielding some sort of weapon. The NatPol agents, in self-defense, aimed and fired at the figure.

NatPol agents burst into the room and half-surrounded their target, handguns ready to fire. They found her sitting in the middle of the room, seeming somewhat superficially surprised. A criminal was still a criminal, though, and they weren't offering any benefit of the doubt. An agent ordered in accented Morai, "Put your hands in the air. You are under arrest."

Two NatPol agents were thrown back by the explosion, but the others were unhurt for the most part. A gunshot sounded, fired wildly from inside of the building -- the target was armed. Agent Ukel laid down covering fire as her NatPol comrades entered. On the other side, the NatPol team burst into the building without opposition and spotted the target firing at the front door and then ducking. The agents took cover and Ukel shouted for the target to surrender.

OOC: Bloody laptop killed half my post...

Figures. I sent the more Asian ones to Euphraties because they're more experienced. Oh well.

IC:
After passing through customs and gathering their bags, Isadora led them to a small hotel just off the main streets and checked in. Until they found an apartment or had a lead, they would set up base here. Gin was an amontsu, not one of the extraneous operatives Ariana Nedia claimed Vulareishite recruited, so she was used to a certain style of living; this was reinforced by the standard of living she assumed when she worked at the senedhi's office. To begin their hunt, Isadora would begin to apply at businesses, selling falsified credentials of her linguistic abilities. From there they would expand; it would take some time, but Demoness was prepared to wait.

---

Sakura had already committed to the charge the moment she drew her weapon. She took a shot to the upper thigh, slowing her down, and then another to the shoulder. The wound ruined her angle as she drew the weapon; one shot ricocheted off the guard and up toward the ceiling, and finally a second struck her chest. She stopped and fell, not having fully unsheathed her sword.

---

Gin followed directions, keeping the scarf wound around her hands, and looked frightened. "Officers?" she said in a confused voice. "Why?"

---

Topaz hissed when she saw the back entrance breached, cursing her stupidity, and fired a few shots to cover her as she sprinted toward the bedroom. She quickly grabbed a few clips and then ducked out the fire escape. She heard shots from the alley; one of the police had spotted her. She heard a sharp ping as a bullet bounced off the metal beside her and she said a silent prayer as she ascended to the roof. Where to go now?

The NatPol agents stopped firing as soon as the target stopped, but kept their guns aimed at the hostile element. The target had been more dangerous than they'd expected. Although many of the NatPol agents were ex-military or otherwise had experience in dealing with life-threatening situations, the majority of targets they were accustomed to encountering were often pro-democratic agitators, republican cells, and gangsters. None were so armed -- Pelhaforan law made weapons hard to get for people without connections.

The NatPol agents surrounded the target, lying face-down on the ground with a red liquid oozing out of her seemingly broken body. Two agents took her arms to restrain her as a precaution before bringing the handcuffs to her wrists. Four medics came, two for the unfortunate agent and two for the woman.

Officer Kaachu looked from a distance, a cigarette in his mouth. If she dies, he thought, that's the government's problem.

The NatPol agents offered no response, but instead waited as a fellow agent stepped forward to handcuff her. Agent Tezai looked hard at the target's face and she figured something wasn't right. The girl looked afraid and confused on her pretty face, but for some reason, it seemed like the target was well aware of her surroundings and her situation... and that she was prepared to deal with it.

"Red Snake to Ouzui, hold your fire!" The snipers had spotted Topaz once she was outside; with all the action and the figures dashing about in the moonlight, it wasn't hard to see who was where. But they weren't allowed to fire. A headshot would instantly kill the target, which the superiors evidently didn't want.

Inside, the NatPol agents made their way up the stairway to the roof, weapons drawn and ready to fire. On the streets below, the agents tightened the perimeter in case the target tried to escape by jumping down.

The room resembled a old fashioned Gentlemens Club, rich red paper lined the walls, which were framed by the heavy ebony furniture. Unlike many cultures Euphraties had little history of tobacco use, being as it was, considered a somewhat dirty form of stimulant. Rather several pots of Blue Lotus tea were placed around the room, each with their own servant to ensure the correct mix and temperature. This was perhaps contributing to the general sense of ease enjoyed by those present.

The large wooden chair, embossed with golden inserts, in the corner was currently the resting place of Nebuchadnezzar, the High King of Euphraties. Perhaps unsurprisingly, given the copious amount of Blue Lotus he had consumed, he was in a seemingly relaxed and jovial mood, however those who knew him were aware that this could change at any moment.

"A great speech, my Lord", came a weak, almost groveling voice which belonged to Uruk, a lowly Prince from Ibis. Why he was here, at a gathering of some of the most powerful voices in Euphraties, would have been a mystery, if it was not common knowledge that his sister, one of the most sunning beauties in the land, was being courted by the King as his next wife.

A groan of impatience arose from the far side of the room. Dastan was a politicization and was experienced enough to have little more then scorn for the succubus like Uruk. His voice was one of moderation. He had lived long enough to understand the real nature of world politics and had long since grown tired of the current Euphrati path. "My Lord, there is no doubt that your speech was indeed memorable and will appeal to the masses however this should be seen as an opportunity. For too long we have been isolated by the worlds community. They condemn our faith, our government an our social customs. It may take generations more for the public to forget, forgive or simply more beyond our history with Demoness but at a government level better relations could ease some of the pressure on our nation, perhaps even facilitate trade. If I may be so bold, I would suggest maintaining the hard public line but make contact with Demoness in private. If they want our help or understanding then perhaps an accommodation can be reached."

"Wise consul indeed my old friend", the King spoke, his words slightly slurred as the effects of the Blue Lotus took effect. "However I can't just invite them here or turn up in Demoness without a lot of publicity"

Dastan knew better then to present a half concocted plan and had prepared for this "There is a trade conference in Demoness, it will be attended by senior diplomats from across the region and if we let the Demonessians know that senior government officials will attend they could take the moment for unofficial discussions. We could have our talks quietly, with a minimum of publicity. A group of Euphrati businesses are already attending, it would be relatively easy to add a few more names to the list"

"So be it", slurred the King, "You, Dastan will attend and take Uruk with you. It would be quite a change of direction for us so keep me informed of your progress".

He turned to another face in the room "General, your consul would be welcome. Do we have any connection to these groups, I know that in the past certain anti-Demonessian groups did gain our favor"

General Namur was the head of the secretive Euphrati Intelligence Organization, a position he had held for the past two decades. It was well known that through wire taps, intercepted mail and electronic communications and through a network of operatives in Euphraties and across the region his organization maintained files on millions of Euphratis and foreigners, ordinary citizens, potential threats as well as national leaders. He was one of the few men that even the King knew better then to cross. He was unaccustomed to being asked a direct question related to his organizations activities. Normally he operated in the shadows with little to no oversight. He smiled, a half smile, half snarl and turned to the King "We are not currently directly sponsoring any groups acting against Demonessian interests". Or at least none that could be traced back to Euphraties, he thought.

Nebuchadnezzar knew better then to press for more details, "Good, I would like you to locate any groups operating out of Euphraties, keep them under surveillance. Use one of our deep cover groups to let them know that the Demonessians are actively hunting them and see what we can do. I want to know where they are, the outcome of the talks in Demoness will decide if we offer our full support or our hostility, either way, I want to be prepared. "

Namur laughed inside, he knew full well where every Demonessian inside Euphraties was to be found. He had files on all of them and was well aware that Roukai Crafty and several of his accomplices were hiding in plain sight in Qātiš and as far as he was concerned while no Demonessian could be trusted, anyone willing to inflict pain on the nation of Demoness was an ally indeed. While he King may want to try discussion, it would take far more then a few words to soften Namur's heart. A fund had already been established to potentially aid the terrorist cause and if necessary hide or aid their escape. That would be put on hold but he had no intention of helping the Demonessians.

A few hours later, Prince Uruk and Dastan joined a plane destined for Demoness, word of their attendance at the conference had been leaked. It had been many years since a politician of the stature of Dastan, let alone a Prince of Euphraties had traveled to Demoness and neither were sure of their reception. Dastan hoped that they would understand the unspoken message. The greeting at the airport would tell all he supposed. In the meantime he wiled away the hours of travel in the company of a man he detested with a continuous supply of alcohol. Perhaps it would take the anticipation of an uncertain future off.

The actions of the General were more discreet. Through various contacts, the message was passed to Roukai Crafty that the Demonessians were hunting him across the region. That was enough for now, as he waited to see how events unfolded in Demoness and what course of action these so called terrorists would undertake.

OOC: I am linking in the trade festival of the other thread but everything can still be posted on here regarding the Euphrati politicians meeting and discussions. Its much the same as the private chats politicians have at summits like the G5 where unofficial chats can sort out some issues. There may just be a little character overlap once I get around to posting in that one.

Any information about Qātiš, my capital city (as well as some history) can be found here.
