Worldwide Police Convention; Open, with a twist

Adoni Lucian Eamon scowled as he looked around the room. The Worldwide Police Convention had an abysmal turnout, but it was to be expected; there was no centralized law enforcement entity, no unbiased international authority, both of which he intended to change. His proposal would be the first event of the conference, followed by several days' worth of lectures and activities during which fellow law officers shared their experience and knowledge. After a few minutes, all attendees appeared to be in place and he made his way toward the podium.

Lucian was older, his brown hair greying at the temples and peppered across the top of his head. His wrinkled face, callused hands, and scars proved that his experience encompassed field work. Despite being in his sixties, his tall form was imposing - something he had used to his advantage several times over the years - yet he was not as prone to losing his temper as his posture and facial expressions would suggest. He pulled out his pair of reading glasses, adjusted them over his nose, and began to read his prepared speech. After a short preamble thanking the attendees, he got to the meat of the issue: "As I stand here before you, I stand as a fellow comrade-in-arms, not as a representative of my government, but as a representative of our occupation. I have been frustrated during the course of my duties, as I'm sure we all have, when vital information was not relayed in a timely manner or when a criminal has managed to circumvent punishment by fleeing the country, sometimes even taking haven within our unsuspecting borders.

"I do not propose that we superseded or erode the sovereignty of nations. Instead what I offer is a proposition to make all of our jobs easier by sharing information, experience, and manpower. Please, take a moment to read the resolution."

"While you are digesting that information, I would also like to take the time to make a second proposition," he continued. The following idea was created utterly on his own and while it admitted the conference wasn't the proper venue to propose it, it provided him with the opportunity to plant seeds of interest. He knew he'd attract the attention of his fellow adoni soon, especially from the Ministry of State, which is when Demoness' discussion would begin; likewise, he hoped the attendees would take the idea back to their homes and open a dialog with their respective governments. "We lack a central mediating stage. If a nation becomes aggressive, what is our course of action? We react as individual nations, but we are stronger as a whole. What if instead we were to hold the aggressive nation accountable by its peers and show a united front?

"What if a nation needed assistance? Who does it go to? What of international treaties we can all agree on? Perhaps there are grievances a nation wishes to have addressed, but it believes that war is unnecessary. What I propose is that our nations create an environment in which its representatives can negotiate and even govern on a global scale. We are, after all, a global community. We have ambassadors in each others' nations, so why not in a centralized location? A grand assembly of nations."
