Cetatsenia-Demoness Meeting

If one was to take a place from the nation of Demoness to Cetatsenia, one would most likely see the dichotomy that the nation was rather known for. In the southern parts of the nation one would notice the highlands, heavily forested and almost untouched by man aside from the winding roads and the occasional town. But further north, the terrain would give away to the lowlands of the Centric Basin. This land was flat, and lacked the expansive forests, though there were smaller isolated forests. But the main difference one would notice would be the level of development, it was dominated by a large amount of farmland as the lowland soil was incredibly fertile, but there was also the occasional city, bustling with people.

Albraustana-zid was one such city, and it was the primate city of Cetatsenia, the richest and most populous and most important of them all. It was built along both sides of the great Albastru River that ran through much of Cetatsenia, though most of it was on the southern bank of the river. This was because of the simple fact that Albraustana-zid had begun life as three separate forts and settlements built along the river. Albrau and Stana had been built on the Southern bank, and over time had grown together until they were finally united into Albraustana. And while Zid would eventually become part of the greater whole, for a long time it was simply considered a city separated from the capital only by the river.

Since it had grown organically over the numerous years, and had once been three separate cities, the streets and roads had a habit of being winding and could be complicated to navigate for those unfamiliar with them who had no map. Though the roads had over time been widened and revamped in order to accommodate cars, and the newest sections of the city on the outskirts actually had a gridded street plan. As it was the middle of the day, the streets were currently filled with cars and buses, and the sidewalks filled with pedestrians, while the newest addition to the city's transportation network, the subway system, ran below the streets.

While there was a number of attractions in the city, such as the museums and baths, one of the most prominent is the Palatul Regal, the Royal Palace. The site of the original settlement of Albrau and lying atop a hill, it has been torn down or otherwise destroyed and then subsequently rebuilt several times throughout history. The most recent being the ascension of Ioan I to the throne of Cetatsenia, though it has been renovated and updated since then.

The Palace itself is surrounded by a wall that rings the entirety of the hill, with only a single gate leading up to it. The wall is patrolled by a special corps of Cetatsenian soldiers, easily identified by their bright blue ceremonial uniforms and ornate, pointed helmets. After that, a road lead up to the palace proper, an expansive building with a stone exterior that shared more in common with a medieval castle than what one thinks of when they hear the word 'palace'. It was home to a fair number of servants, as well as the guardsmen, and a small number of government officials. Most of those lived out in the city, and worked in their own buildings. It was absolutely huge, and in front of it was an expansive pool of water. Overall, it was an impressive sight that could be seen from a good portion of the city.

At the moment, however, Voivode Gavril IV Suveraneshti was not at his home in the palace. Rather he was at the airport, which had been cleared of any citizens besides him, the guards arrayed with him, and those who worked there; all flights to this airport had either been delayed or rerouted to other nearby airports. Today was an important day, as this was the decided upon day of Jia Li's visit to Cetatsenia. As two nations whose relationship could be accurately described as "mutually neutral", this was a rather important meeting, and Gavril did not want to mess anything up. So he stood alongside his older sister Andreea, the Steward of Cetatsenia, in the airport, ready to head out onto the tarmac to greet the Empress as soon as her plane set down.

"Technically Lucian did legally give up ze zrone, ze issue being zat he did not want to and did not expect his older brozer to keep it," Gavril said, "And it was a combination of zem being weak rulers combined wiz petty issues from ze Knezi."

"Zey pretty much removed someone zey did not want in power and replaced zem wiz someone else, only to find out ze did not want zem in power eizer," Gavrila said wiz a shrug, "Repeatedly. Until zey put ze wrong person in power and ended up choking on zeir own blood."

Jia Li frowned. "I see," she replied. "So then the little brother decided that after his brother cleared up the mess he wanted the throne back. I can see how that would have caused a problem, especially if he was 'weak' in the first place. What sort of issues were there?"

"It was mostly just doing zings zat ze Knezi and Bani did not like, such as trying to reign zem in or assert more control over zem," Gavril said, "Unlike Liviu, who made it absolutely clear what he would do to traitors as soon as he assumed ze zrone, none of his siblings commanded any kind of fear or respect from ze nobility."

"And zat was a dangerous zing back zen," Andreea added, "When ze Knezi had zeir own armies and followers and could change zings by force if zey desired it and were strong enough."

Jia Li nodded. "I understand that. It was very difficult for my ancestors to keep the Clans in line at times," she replied. "It all depended on the strength of the ruler. Once Kyo Du consolidated power under her and redirected their aggression outward, her descendants were able to keep them in check until they no longer had armies."

"Ah, ze Voivodes did not have ze luxury of redirecting aggression outwards; zere were some wars wiz Intermaris but we very much preferred to leave zem alone," Gavril said, "But over time ze government was centralized and ze Voivode concentrated more power into zeir own hands."

"Ze Knezi are still absolute rulers in zeir land zough. We just do not have armies and shit to screw wiz ze Voivode," Gavrila said, then looked over at her cousin and grinned, "Not zat I would want to, you are doing a fucking great job."

"That is the difference. The Clans no longer 'rule' anything, at least not officially. However, they are still a rather formidable force, both economically and through influence," Jia Li replied. "But the system was always different from traditional monarchies anyway. The Clans never officially had power in the first place." She shrugged.

"I suppose zat is understandable. History is absolutely full of people or groups wiz no official power actually holding quite a bit of power," Gavril said with a shrug, "But I am curious, what do you consider a 'traditional' monarchy? I find zat most monarchies tend to have many differences between zem."

Jia Li shrugged. "One in which there are more levels to the nobility, I suppose," she replied. "I never quite understood how the nobles fit into things, especially when there were several different kinds." She shrugged again. "The Clans only ruled their portions of land, which they had taken by right, and they were told to swear fealty to the crown by the Goddesses. If we did not share a religion, I imagine they would have become their own countries. Our system changed when the Clan were brought under the throne by force, but even then it still took several years for our borders to really shape."

"I do not know, zat sounds like a fairly 'typical' case of having landowning nobility," Gavril said, "But if zey ruled zeir portions of land, what did you mean when you said zat zey never officially had power?"

Jia Li licked her lips a moment and tilted her head as she thought. "The Empress has dominion over land, regardless of who is occupying it," she replied. "We believe that the land is our sleeping goddess', so since I am her liaison, I hold absolute authority. A matriarch might tell a peasant to obey her or die, but that is power derived from strength rather than right. The same peasant would obey me because I'm me. Do you understand?"
