If one was to take a place from the nation of Demoness to Cetatsenia, one would most likely see the dichotomy that the nation was rather known for. In the southern parts of the nation one would notice the highlands, heavily forested and almost untouched by man aside from the winding roads and the occasional town. But further north, the terrain would give away to the lowlands of the Centric Basin. This land was flat, and lacked the expansive forests, though there were smaller isolated forests. But the main difference one would notice would be the level of development, it was dominated by a large amount of farmland as the lowland soil was incredibly fertile, but there was also the occasional city, bustling with people. Albraustana-zid was one such city, and it was the primate city of Cetatsenia, the richest and most populous and most important of them all. It was built along both sides of the great Albastru River that ran through much of Cetatsenia, though most of it was on the southern bank of the river. This was because of the simple fact that Albraustana-zid had begun life as three separate forts and settlements built along the river. Albrau and Stana had been built on the Southern bank, and over time had grown together until they were finally united into Albraustana. And while Zid would eventually become part of the greater whole, for a long time it was simply considered a city separated from the capital only by the river. Since it had grown organically over the numerous years, and had once been three separate cities, the streets and roads had a habit of being winding and could be complicated to navigate for those unfamiliar with them who had no map. Though the roads had over time been widened and revamped in order to accommodate cars, and the newest sections of the city on the outskirts actually had a gridded street plan. As it was the middle of the day, the streets were currently filled with cars and buses, and the sidewalks filled with pedestrians, while the newest addition to the city's transportation network, the subway system, ran below the streets. While there was a number of attractions in the city, such as the museums and baths, one of the most prominent is the Palatul Regal, the Royal Palace. The site of the original settlement of Albrau and lying atop a hill, it has been torn down or otherwise destroyed and then subsequently rebuilt several times throughout history. The most recent being the ascension of Ioan I to the throne of Cetatsenia, though it has been renovated and updated since then. The Palace itself is surrounded by a wall that rings the entirety of the hill, with only a single gate leading up to it. The wall is patrolled by a special corps of Cetatsenian soldiers, easily identified by their bright blue ceremonial uniforms and ornate, pointed helmets. After that, a road lead up to the palace proper, an expansive building with a stone exterior that shared more in common with a medieval castle than what one thinks of when they hear the word 'palace'. It was home to a fair number of servants, as well as the guardsmen, and a small number of government officials. Most of those lived out in the city, and worked in their own buildings. It was absolutely huge, and in front of it was an expansive pool of water. Overall, it was an impressive sight that could be seen from a good portion of the city. At the moment, however, Voivode Gavril IV Suveraneshti was not at his home in the palace. Rather he was at the airport, which had been cleared of any citizens besides him, the guards arrayed with him, and those who worked there; all flights to this airport had either been delayed or rerouted to other nearby airports. Today was an important day, as this was the decided upon day of Jia Li's visit to Cetatsenia. As two nations whose relationship could be accurately described as "mutually neutral", this was a rather important meeting, and Gavril did not want to mess anything up. So he stood alongside his older sister Andreea, the Steward of Cetatsenia, in the airport, ready to head out onto the tarmac to greet the Empress as soon as her plane set down. "Well, when zey do end up sharing it generally is as a trade," Gavril said, "But as I said, people can be stingy. What you are saying makes perfect logical sense. But, as I am sure you are aware, people are not always logical." "Gavril, I zink you are making zis out to be more severe an issue zan it really is," Andreea said, "Sure, different museums do not always share high-profile artifacts, but it is not like zey never share anyzing." |

Jia Li smiled. "We could always test that theory and do a cultural exchange. I'm sure there are some artifacts that our respective museums would like to get their hands on." |

And I do not zink zere is any harm in a cultural exchange," Gavril said, his hand rubbing his chin as he thought, "Zough it could be expensive to ship zings over to Demoness. But it is somezing to zink about, and I could get behind it." "Assuming zat ze Demonessians would be behind it as well," Andreea said, "After all, Jia Li here is not an absolute monarch like you. Right?" |

Jia Li shrugged. "It depends on your point of view. We are certainly not a traditional monarchy in any sense and it would be more accurate to call it a theocracy. However, we are not a constitutional monarchy by any means. I have final veto, but I have delegated much of the daily decisions to the ministries and other organizations. Ministry positions are generally attained through merit, though I can appoint someone if I so choose, and mari are elected, but eda are not. "The Church is another matter and is semi-independent. I cannot elect the Council of Twelve, but I certainly can remove members and I have. They may counsel me on religion, but my word is law. "So it really depends on how much power I wish to exert and how much I wish to delegate or relinquish. I have chosen to give up quite a bit because when I was younger I wanted the country to be more democratic, but there were many dissenters and we compromised to the form that is currently in use." |

At Jia Li's explanation of how she governed, Gavril nodded his head, "When it comes to rulers wiz absolute power and auzority, a good ruler only exercises absolute auzority when it is in ze best interest of ze people. Ozerwise one risks falling down ze slope to tyranny." "Zough it is strange zat people would be against democracy. One would imagine zat ze main dissenters would be zose in power and hardline traditionalists," Andreea said, "Even Cetatsenia was zat way until zose elected to rule failed in ze eyes of ze people." "Some were afraid of democracy and what it would mean to our religion. Others were, as you said, those who were in power and they were able to use their influence to convince many that my form of government was not in their best interest," Jia Li replied. "There was also the meritocracy that was at stake, and that is a tradition that is quite old. The people have always been very protective of that due to the Clans and other forces in the nation." She shook her head. "Democracy is a strange concept and you have to remember that we have ruled this way for thousands of years. Change is difficult and at the time I wanted to abdicate entirely. I had to backpedal quite a bit to reconsolidate my power after my sister challenged me." |

Andreea nodded her head in understanding at the Empress's explanation. "Zat does make sense, tradition and religion can be extremely powerful forces when it comes to public opinion," she said, "Even in Cetatsenia." "And Cetatsenia has a secular government, and is only a fraction of Demoness's age," Gavril added, "It is hard to imagine traditions zat have existed for zousands of years, when a zousand years ago Cetatsenia was not even a dream." |

"It is sometimes difficult to imagine Demoness as being several thousand years old," Jia Li replied with a smile. "And unchanged. However, there were several forces at work that allowed us to remain the same for so long. I believe culture and values had a part in it, but it was mostly isolation." |

"To be fair I doubt zat it has remained unchanged for its entire history," Gavril said, "Traditions and ze like may last, but I do not believe zat Demoness has existed in complete and total stasis for millennia." |

OOC: It's killing me because I want to compare Demoness to ancient Egypt and the flooding of the Nile... IC: "It depends on how literal you interpret our bible. There was a golden age that lasted for many centuries and our people were immortal." Jia Li shook her head. "I don't believe that, of course, but I think it represents the static nature of the culture. It wasn't until war was reintroduced that our people started evolving again. When war began, the Clans became truly separated and developed their own traditions." |
