TENETS OF TIDES: Tenet 1: Free Will and the right to independently possess and exercise one’s own Liberty of mind, body and property is a basic human right that cannot be deterred by intervention, compromise or dispute of any kind. No law or order shall pass which prohibits or abridges free will, freedom of speech or peaceful assembly. Tenet 2: All human beings are born with reason and conscience and shall act towards one another in a spirit of brotherhood and dignity. Tenet 3: Only a democratic government, built upon free and fair elections can afford its people true Liberty and Freedom. The sole purpose of a government is to exist as a vessel of the Will of the people that create and serve it. Tenet 4: All are equal before the law and are entitled to equal protection and fair trial without discrimination or prejudice. All are protected against violators of the Tenets of Tides and against any incitement to such violations. Tenet 5: No law or order shall pass that alters in any way, this and all other sacred, foundational Tenets that precede it. It is the right of the House to pass legislation at the Will of the people in the form of Amendments to this Constitution. ------------------------------------------------------------------------------ Amendments to the Constitution: Amendment #1: Election Officials The Sentinel of the League of Tides shall act in partnership and trust with the highest ranking member of the highest unaffected branch of government on Election days to officiate, tally votes and announce winners. A1. The Sentinel and Chief Justice shall preside over all Legislative election days. A2. The Sentinel and Chief Justice shall preside over all Administration-only Election days. A3. The Sentinel and Speaker of the House shall preside over all joined Administration Election/Judicial Appointment days. Amendment #2: Treasury Department A Department of Treasury for the League of Tides shall exist in the Ministry of Tides to manage federal finances, establish Regional tax rates, levy taxes and secure funds. A1. All Regional budgets shall be established by the Prime Minister in accordance with “Rhinoschia’s Economic Formula” and submitted to the House of Tides for Passage by the 1st day of each month. A2. The House of Tides shall Pass no less than “Established Tax Rate Percentage” and “On-going Regular Costs” from the Prime Minister’s budget by the 5th day of each month for the Court of Tides to Approve and the Sentinel to ratify. A3. The Ministry of Tides shall levy taxes based on the established tax rate percentage from each Member Nation on the date of ratification in relation to their GDP. The total amount collected will represent the same percentage of GRP. (Ex. If 1% Tax Rate collected from each Member Nation’s GDP, total collected from all Member Nations will be equal to 1% GRP.) A4. A Regional Bank of Tides shall be established to assume all debt for the League of Tides and to secure funds from levied taxes. A5. All shall abide Tax and Finance laws under penalty of Probation, Ejection or Ban. A6. The Department of the Treasury shall establish “The Torrent” as the official currency for the League of Tides and all funds placed in the region’s Bank shall be converted to this legal tender. The Region’s official currency shall remain non-compulsory. Taxes shall be levied with an equal and fixed exchange rate for Member Nations that convert; other forms of currency will carry an additional fee per collection, to be decided upon by the Prime Minister through Administrative Order. Amendment #3: Regional Map The League of Tides shall establish and keep a regional map as confirmation of its unity and consolidation of its membership. The land represented on the Map is the entire territory held by the League of Tides. The territory is divided into thirty various-sized portions of land. Each portion is grouped into two categories (A & B), based on their proportions and proximity to the coast. A = 1,2,3,4,5,6,7,8,9,10,11,14,19,25,27 B = 12,13,15,16,17,18,20,21,22,23,24,26,28,29,30 A2. The cost of land and property taxes therein shall be established, based on their category, through Administrative Order by the Minister of Finance. A3. Member Nations of the League of Tides are eligible to purchase land if they have occupied the region for a minimum of (10) days, have been registered in the forums for a minimum of (10) days, have adopted the Torrent as their regional currency and have no active Orders of Probation, Ejection or Ban. A4. Member Nations will forfeit their property back to the League of Tides if they are inactive for (20) days, leave the region for longer than (48) hours, or become permanently Ejected or Banned from the region. A5. Member Nation’s with ownership of property in the territory of the League of Tides shall use the land and its resources freely within their borders and adhere to the Laws, Constitution and Tenets of the region. Amendment #4: Regional Trade Commission The League of Tides shall establish a Regional Trade Commission as an agency of the Department of the Treasury to manage all foreign and domestic trade, authorize all business licenses, ensure fair business practices and promote consumer protection on the basis of regulations established by a Trade Committee. A1 The Regional Trade Commission shall recognize and enforce all trade regulations, business license requirements and fair business practices established by the Trade Committee. The committee shall be led by a Justice of the Court of Tides; membership in the committee is open to all member nations in good standing with the League of Tides and each member is afforded one equal vote on all regulation proposals for passage by a simple majority. A2 The Minister of Finance shall serve as the head of the Regional Trade Commission and ensure business applications are made available to all registered and land-owning member nations of the League of Tides’ forum. A3 Authorized businesses shall be established in the Business District of the League of Tides forum, at a price and tax rate set by Administrative Order of the Ministry of Tides. A4 Each qualifying member nation may have no more than three businesses at one time; each business must remain open for a minimum of thirty days. If a qualifying member nation reaches the maximum number of businesses (3) at one time, at least one of those businesses much be related to the nation’s “major industry” in accordance with NS Dossier's Domestic Statistics listing.
