[Heavy WIP, sucky layout while I'm reworking the concept of the organisation]

Key Players
Thomas Ray - Founder and Leader
The Matriarch - Advisor and Contributor
The Accountant - Center of the network
Nicholas Morlock - Founder of the Shadow Guard
The Enforcer - Founder of the Night Watch

History
The Syndicate, as it is known today, was created somewhen around the late 2170s by Thomas Ray.
The organisation started with a small network of contacts of Ray, who had acquired a large amount
of wealth through sheer luck in gambling, and planned on staying wealthy by establishing himself as
a power figure on Illium. A legitimate businessman would get nowhere, the savvy gambler had in mind,
and was not above exploiting loopholes and crossing the line of the law a few times. As such, Ray
created Ray Entertainment, which, over-time, became the owner of several hotels and restaurants
across Illium. Although Ray never became a significant powerplayer due to the mere fact of being a
human on an asari colony, he still managed to assemble a sizable sum of contacts. It was here where
Ray met the Accountant, who has led his network's organisation ever since and increased its efficiency
threefold.

After becoming frustrated with the lack of opportunity on Illium, Ray had his organisation spread into
the Terminus Systems, and particularly Omega. The well-planned organisation of his network and the
generous amount of wealth his organisation was able to pay its agents quickly ascended it to a much
more powerful position, even on Omega. Even Aria T'Loak had to take notice of him, but Ray would
always pay her tribute and make sure she understood that he wasn't interested in breaking Omega's
one rule. This was where The Matriarch took note of Ray's actions and begun to contribute for
mysterious reasons. Her dedication to his network quickly led to her integration into a more leading
role, however.

However, as Ray's organisations expanded, including technology smuggling and gun running, he would
sometimes fall under attack by other organisations who felt they were owed a share of his profits.
Although initially hiring mercenaries, Ray refused to work with organisations like the Blue Suns or the
Bloodpack after seeing their brutality first hand. Eventually, The Accountant recruited a human named
Nicholas Morlock, who had created a PMC called "Pyramid", but had failed to gain considerable strength
due to its unwillingness to commit crime like it's counterparts such as the Blue Suns.

The Matriarch supported the merger with a considerable amount of funding, and encouraged Morlock
to create his own military sub-section of the Syndicate - the Shadow Guard. Shortly after its creation,
the Shadow Guard received considerable technology, soon possessing better equipment even than
Eclipse. Its manpower, however, still fell short. Morlock was weary of the organisation's unlawful
trade, but he did not leave.

The attack on the Citadel in 2183, the Syndicate began to turn to less shady work, and in fact
began to offer protection to lawful organisations and companies in the Terminus against pirates.
Ray never gave true reasons for this, but it suspected that the Matriarch and Morlock's influence
played a major role in his decision-making at this point.

The Shadow Guard made an effort to tail the Normandy in its efforts to destroy remaining heretic
geth, but although they never encountered the Normandy directly, there was still a lot of suspicion
on their part when the Normandy was suddenly found, destroyed.

In a meeting called in by Thomas Ray, the organisation immediately reconsidered its purpose. Its
criminal operations were ceased, and full attention was paid to its more legitimate efforts. Old
Syndicate operatives all had varying theories to this change, but the generous paycheck kept
them with the company. Also, the side effect of positive karma did not seem to harm anybody,
either.

Although the Syndicate would never describe itself as "crime-fighting", that quickly became what
they did. They established their own territory across the Terminus, going from Illium to Omega.
After establishing their very own district named "Temple", the Shadow Guard began to receive
a regular amount of technological upgrades ranging from simple cybernetic implants to weapons
and armour.

After the destruction of Purgatory at the hands of Shepard and crew, the Shadow Guard hunted
down most fugitives and placed them in their new prison station named "Hades". This incident
marked the beginning of another change, as the Syndicate suddenly was joined by the tall Molochs,
repurposed criminals that would serve the Syndicate no matter what.

Although the Syndicate, or its face, the Shadow Guard, quickly acquired a reputation for not to be
crossed lightly, they also constantly took heavy losses in their efforts to bring law to a lawless region
of the galaxy. Cerberus' occupation of Omega in late 2185 then came close to dealing a fatal blow to
the Syndicate. In fact, when the Reapers invaded in 2186, one could say that this was what saved
them from certain end.

After the appearance of the Reapers, the Syndicate saw a massive influx of new recruits from the
Terminus, who had no other military to join. Although the Syndicate had lost their presence on Omega,
the Shadow Guard begun to aid Allied efforts in fighting the Reapers across the galaxy, particularly the
Terminus Systems.
Its shady past disabled them from sending their scientists to the Crucible, but the Syndicate begun to
donate any Prothean findings they came across to the Project.

Early on in the war, the Alliance prison "Misery" was attacked, and in one of the strangest and possibly
darkest events in the brief history of the Syndicate, they gradually fought back the Reaper forces and
evacuated the prison. Although they released several of the prisoners to the Alliance, they also claimed
that many of the prisoners had been killed or converted by the Reapers.

In reality, though, a new member had been added to the Syndicate's Board of Directors - The Enforcer.
The Enforcer had been recommended by Morlock and The Matriarch, and he oversaw the Syndicate's
Project Nocturnal. Details to this project are shady at best, but it produced the Elite of the Shadow
Guard - the Night Watch.

The Night Watch were revealed to be a collection of the most dangerous prisoners from the prison Misery,
but they were also the Syndicate's strongest, most feared and also most loyal soldiers. Although they
actively participated in the Reaper War, they took few to no losses, and became a loved sight for any
Shadow Guard in need.

After the Reaper War, the Syndicate quickly disappeared from the Terminus' spotlight. As the galaxy
rebuilds itself, so does the Syndicate. The loss of the relays' instant travel has disorganised the organisation
severely, but its loyal members are still waiting for the return of the network.

Addendum: Although the "Syndicate" never truly gave itself a name, the title eventually just emerged out of
everyday occurence, and the title stuck with the organisation to this day.
