This is to reply the question in issue "Always + past continuous" raised from qnhu133 at Shoutbox (Hành Lang) section. This is, actually, mentioned from many sources saying as in USE 5 Repetition and Irritation with "Always" ==> Reference website from qnhu133 information
Please note that it appears that the way the examples given intentionally tends to be negative by several other negative terms rather than focusses on "Always + past continuous" itself.
Let's go through their 3 Examples:
She was always coming to class late. ==> the term "late" plays a negative role
He was constantly talking. He annoyed everyone.==> the terms "annoyed everyone." work as negative meaning
I didn't like them because they were always complaining ==> the words "I didn't like them & complaining" are of negative sense
Therefore, affirming Always + past continuous" is for negative cases does not make sense. Moreover, instead of Past continuous, we also can use Present continuous with the same implication. That means: it is not due to "Always + past continuous" that the sentence contains negative meaning. Let's go with the following examples:
"His friend was always trying to help someone" or "The newcomers are always trying to be good friends together" or "The boy explains to us that he and his father are always having tea at sunset".
FYI: It seems several English users, via Internet, are more or less making things unworthily complicated. Let's get back to the reference website above http://www.englishpage.com/verbpage/pastcontinuous.html. Instead of 5 extensions of Use, I'd rather they contract to 2 simple cases:
a- Past continuous is just the past of Present continuous
b- Past continuous is used together with an action in Past Simple appearing at the time there is a continuously progressing action which is in Past continuous form.
The cat jumped onto me when I was talking to my Mom
"Always" simply gives the meaning of some "repeated" action regardless of positive or negative senses .
