The proposals to build four new fleets to protect Roman interests have brought about a mixture of support. While many feel the need is great, particularly given the rumors of Carnifex's intent to invade Italia, more seasoned businessmen and politicians worry about the proposals' lack of accounting regarding maintenance and outfitting of naval forces. It does not do the Republic much good to have ships built and sitting in port without crews to man them. Surely paying the maintenance for such endeavors is more burden than the treasury can withstand.
