Senatus consultum ultimum (Novembris 76)

The Senate, having heard of the invading rebel army, has passed a Senatus Consultum Ultimum authorizing the consules Sextus Antonius Syricus and Gaius Aemilius to do whatever it takes to oppose the rebel forces. This law states "consules darent operam ne quid detrimenti res publica caperet or videant consules ne res publica detrimenti capiat," and thus is being interpreted as allowing the consules to bypass the law. Already they have decreed that a draft be put in place, and Syricus has begun gathering young men. They have also officially suspended the next elections, citing the need for stable leadership in the city. Already loyal veterans have gathered under Syricus, who has named them to appropriate commissions.

The day after this, Syricus and his corps of officers left Rome and headed north to gather forces against the invaders. Meanwhile Gaius Aemilius stood in the forum and encouraged the Roman citizenry to flock around Pontifex Maximus Numerius Flavius and Flamen Dialis Mamercus Aemilius, who he has declared the Magistrates Pro Tempori over the city, since neither official is allowed to leave Rome. Aemilius then departed for Ostia.
