Proposal: Emergency Grain Subsidy Author: Marcus Livius Sponsor: Gaius Licinius Background: A bloody and fierce civil war has just ended and during the civil war the grain supply was disrupted on several occasions. In order to support Roma until the warehouses are refilled and prices return to normal I suggest a 50% increase in the grain dole for a period of three months. The grain dole cost 359732 in 76BC if we assume a similar cost now a 50% increase for three months would cost approximately 50,000d. Edited by Marcus Livius, Aug 3 2014, 06:25 PM.

"Gentlemen of the Curia, I again applaud the Aedile for his forward thinking in this matter. I would propose to the body that we amend the proposal to be a subsidy on grain instead of a dole. The republic is in dire financial straits and though grain is all too important, more so than some things, I believe we are not in a position to hand it out. Let us instead expand the program to cover more people in Roma but instead offer it to them at a subsidized rate closer to what prices were like before the war. Thank you all for your time and consideration." |

Tiberius Valerius stood, "The Tribune speaks sense... The grain dole is a rather questionable public service that Macedonicus established. It is no secret that the man wished to court Roma's poor in an ill-fated attempt to legitimize his power. And as deplorable as his actions may have been, there is some sense in providing corn for the impoverished masses. As is, however, the state cannot afford such a heavy burden... The Tribune's advice would serve to more equitably distribute subsidized food to a larger pool of citizens, while not quite making them entirely dependent upon the state. What's more, it would save the state considerable expense in a time which we should be focusing on reforming our expenditures and reclaiming lost tax revenues."

Galerius stood "Conscript fathers before we place this up for vote might i ask were we will get the 50,000d? When I last spoke with the Cursus Fiscus he led me to believe that we currently only have 378,642. When you add up all the costs for this year we will still be short 574,609 and that is all before we increase the grain dole. If i have miss understood the Cursus Fiscus I apologize but I do not see how we can currently pay for an increase" |

"Praetor Livius, if you would be amenable then perhaps we can expand this program to a larger number of people with a 50% reduction in Grain prices only. Many more people than the free bread program reaches are hurting at this time. And as our Praetor Urbanus stated, we are hard pressed for funds. Next year I would be happy to discuss increasing the program to it's previous status. But for now it seems like this proposal is going no where in its current form." |
