Proposal: Emergency Grain Prefect

Background: A bloody and fierce civil war has just ended and during the civil war the grain supply was disrupted on several occasions. In order to ensure the refilling of the warehouses and to ensure the supply of grain to the city despite Sicilia currently being in rebel hands I suggest the appointment of a Praefectus Annonae for the coming senatorial term.

During my service with the 10th Legion I encountered a capable and honest Quaester called Aulus Pontius who reported corruption in the payroll of the 10th Legion. I believe he would be the perfect man to hold this position.


With the passing of this bill, Aulus Pontius would be made Praefectus Annonae.

I applaud Aedile Livius for his attention to this matter. Indeed it is a top priority for the plebians and thus for me. However, I hesitate to proclaim any one man with power over such an important matter. Therefore, I suggest we amend the proposal to instead take advantage of the experience of our two new Aediles: Placus Curtius Parcus and Marcus Portius Fortis. I have confidence in the ability of both of these men to oversee the refilling of Rome's granaries. Their post already exists and the aediles certainly have purview over this area."

"Delegating this type of power to one man in emergency circumstances may make sense, but if we are to again establish some sense of normality in our civic functions, the Tribune's suggestion seems to be the most prudent course of action... Aediles already function in a similar civic capacity, and delegating responsibility over a grain dole or, ideally, subsidized grain, would be in accordance with Republican ideals."

In the past the Republic has previously used this extraordinary position to supply the city. And I believe it is currently necessary to do so again.


Powers:

Control over which provinces supply Roma with grain and by which route.
Control over the grain warehouses and distribution of grain in Roma.
Administration of the current grain dole.

He will also have the power to put before the curia changes to the import of grain from foreign powers.



The post of Praefectus Annonae will be dissolved after the earlier of the following:

A. The reconquest of Sicilia.
B. The end of the senatorial term.




With the passing of this bill, Aulus Pontius would be made Praefectus Annonae.

This revised proposal ensures that the role of Praefectus Annonae more closely fits its role as a purely extraordinary measure.

Furthemore it is my intention to retake Sicilia as quickly as possible.
