Sextus Claudius stood from his curule chair and addressed the Senate. "Fellow Senators, magistrates, and citizens. I stand here today to dispense a decree, on the advice of our great Censor Syricus. It is with his advice that I decree Imperium per Propraetor de Illyricum upon Marcus Aemilius. This will give him praetorian imperium over the province of Illyria. Along with this I am ordering Legii IX and XI to move into that province, whereupon they will fall under his leadership as the governor of Illyria. If any Senator should wish to oppose this measure I open the floor to him, but I warn you that I will not be calling for a vote on this matter, for the advice of our Censor is enough for me." Sextus Claudius then resumed his seat. |

Tiberius rose from his seat, "Consules, please pardon my interruption. I am a magistrate of lesser Imperium, but unfortunately the present set of insurrections that the State is facing cannot be quelled by our Consules alone. Perhaps it would be prudent, Consul Licinius, if you were to make any discussion on this issue a matter of public record before the entirety of this august body. I speak only for myself, but our predicament is certainly cause for concern. While we have all of our Praetors and Consules - officials of high Imperium who will likely lead armies to combat these insurrections - in Roma, it would be prudent to have a discussion before the entirety of the Senate..." "Consul Claudius, I personally commend your proactive efforts. We have lost Syria, Sardinia, Corsica and Sicilia... Our tax collection efforts in Asia, Macedonia and even parts of Italia are plagued by disorganization and graft. We cannot particularly afford to lose Illyria to tribal lawlessness or, gods forbid, Taurica! Thrace has fallen into chaos. Our borders teem with enemies. May I ask, with the utmost respect, what problems there are with the Consul's decree? I fear that we may not have the liberty of thinking on these issues for too long. "Men of the Curia, I too must weigh in on this matter. Illyria calls for a steady and experienced hand. One that knows the terrain and how to fight in it. I have been with Marcus Aemilius in that area multiple times. We have both seen first hand the pitfalls of a leader who does not know the terrain and the people there. But this man has worked with both. I agree with the Praetor Peregrinus that we need not only an experienced leader there but also experienced men. Let us not take lightly the threat from Taurica. And - as you will all see shortly - I have a proposal that the nominated Propraetor has been working with me on and one that he could aid in implementing during his time in the province. Thank you all for your time." |

Gaius Licinius ignores the request of Praetor Valerius and the Tribunis Plebis, leaving the Curia without so much as a word. While it doesn't surprise some, the Consul's response to a former rebel and a Hirtius, the indifference shown by refusing to placate the interest of the gathered body with so much as a word does not sit well with many, particularly the staunch supporters of Consul Claudius. Syricus raises a hand to signal patience as he and Claudius exit to discuss the matter privately. |

After a few minutes members of the curia could hear raised voices coming from the room, followed shortly after by a banging as Consul Claudius reentered the room. The man walked into the center of the hall and said, "Fellow Senators, let it be decreed that Imperium per Propraetor de Illyricum is granted upon Marcus Aemilius. This will give him praetorian imperium over the province of Illyria. Along with this I am ordering Legii VII Ferox and XI to move into that province, whereupon they will fall under his leadership as the governor of Illyria. "If any Senator should wish to object..." The Consul's face hardened, "Let the fool speak." |
