Introduction:
It is not an understatement to say the treasury at the Temple of Saturn is depleted. Macedoniculus has left us in a most regrettable situation. We need the immediate influx of new revenues to continue this war and begin the long process of rebuilding our republic. The mines in the Sava Valley of Illyria are rich in precious minerals. And these mines are at present sitting in the hands of tribesmen who helped the traitor Carnifex during his occupation of the region.

Not only does this behavior on their part deserve attention and in my opinion retribution from this body, but these mines are sitting on Roman lands and we are reaping but only a fraction of their true potential. Though we would be fortunate to find a peaceful solution; which Senator Marcus Aemilius believes is possible based on his previous experience with the tribes in question. For these reasons I hereby propose the Senate confiscates these mines on behalf of the people of Rome and directly oversees operations.

Senatus-Consultum:
The Senate and People of Rome hereby authorize the magistrate for the province of Illyria the confiscate the mines of the Sava Valley from the local tribes, placing them directly under the control of the Roman Senate. The labor force and overseer will be put into place by the magistrate but will each annum make a full report to the Curia on income, expenses, and future projections.

"Gentlemen, if there is no debate on this matter I believe time is a factor here. The Pripraeorian Legate of Illyria needs to begin work immediately if this is the plan of action. So should there be no debate perhaps our esteemed consul can place the proposal for vote."
