Title: Hirtia Proposal

Introduction:

With the incorporation of the eastern provinces, our Republic now stretches the mare Internum. From Sicilia’s incorporation over 150 years ago to Syria and Asia’s incorporation in recent memory, we have a diverse population of subjects. Now, keeping in mind this diversity, I cannot support a system of provincial management treating all peoples the same. Therefore, I propose the following.

Senatus-Consultum:

I.The types of citizenship are as follows:
A. Cives Romani:
i. Optimo iure - Cives Romani optimo iure hold all rights and privileges as citizens of Roma.
ii. Non optimo iure - These citizens hold all rights and privileges except those of ius suffragiorum et ius honorum (the right to vote and to stand for public office).
B. Latini - Latini hold the rights of ius commercii et ius migrationis (right to make contracts/ hold property as a citizen would and the right to preserve ones level of citizenship should you move to another city or region with the same level), and all those held by .the Provinciales and the Socii.
C. Socii - Socii hold the right of ius migrationis as well as the right to be exempt from certain taxes and all rights held by Provinciales.
D. Provinciales - Provinciales only hold the right to sue in Roman courts, the right to have a trial, and the right to appeal decisions of local magistrates.


Following the reading of the proposal, Proculus looked out to the Curia: "Conscript fathers, I would like to thank Propraetorian Legatus Marcus Aemilius for his help and thoughts while finalizing this proposal."
