Background: The Praetor Peregrinus Tiberius Valerius has proven himself to be a very capable and honorable man. While in the execution of his duty he has been presented with an opportunity to negotiate with the Tauricans. I could not think of a better man to represent Rome in these matters then Tiberius Valerius.

I. Tiberius Valerius is hereby given authorization to open negotiations with the Tauricans in matters of trade. He is authorized to propose and receive offers for fair and normal trading practices between our people.

II. Tiberius Valerius is hereby given authorization to discuss terms for a formal alliance mutually beneficial to both parties. Once terms are reached he is to send a draft to be reviewed and approved by the senate.
