Conscript fathers, I write this letter in regards to the nationalization of the Illyrian mines. I have successfully taken control over the mines previously controlled by the Amantini, and Cornactes. It would be very remiss of me not to pass on information regarding it's current output. Unfortunately the mines are operating at low production. Although the surveyors inspecting these mines assured me output capacity could be multiple times it's current production I regretfully inform you we lack the workforce to do so. since my term in Ilyria has begun we successfully removed the celtic Cornactes.. our force against these people were necessary in forcing Morirex and his people the Amantini to relinquish the Sava mines to Roman control. I remind the Senate the current state of Illyria is in a fragile state and while I understand many of you would suggest enslaving hostile tribes doing so would be at a great cost. I request that any resources regarding increased workforce by way of slaves be immediately sent to Salona where they can be put to work these mines. Herius Valerius stood with great care, "Senators, this news is a double edged sword, whilst it's brings happiness that we have control over the mines, I worry that we do not have the current resources to complete the work. May I suggest the following for the Curia to debate... One, we authorize the Praetor to use his provincial funds to recruit the men he needs to man the mines. Two, we send an auxiliary force to Illyria and attached temporarily for this task. I would suggest Auxillia Graecianus, 3,000 men would be more than ample for the task. Three, we encourage re settlement of the listless idle wasters that inhabit our cities." Herius sat down talking with another Senator. |

"Why would we spend the money to raise an auxilia only to send them to certain death? We must send slaves to toil in the mines, no free man in his right mind would be willing," The Consul countered as he listened to the debate. |

Mines are places we sent slaves from war or other undesirables who are fit only for menial labor. They are we send our troublemakers, our defeated foes whom are put into chains. Where some barbarian or hostile combatant is captured, we send his wife to a textile factory or perhaps if she has some talent as a dye maker or seamstress. We send his young son on to make him learn a trade like a stone mason, or make him learn to till the fields of a latifunda. We send his young daughter to learn cosmetics or to be a simple home slave for a domus or even to a brothel where she will learn her own trade. But for the man we send to the mines, for they are a death sentence. I know not what mines you know of where men of standing and of good stature like those who have signed up contractually to serve our republic in exchange for citizenship, but that mine either must be nothing more than a simple pit, and whose exertions are very lenient on the body. I cannot fathom such a mine would produce anything of worth. No sir, if we are to glean any true profit from these mines, we must set up a proper administration to run them as I am unsure if the men under Titianus had any, and once they are set we send them a steady stream of slaves to break upon the stone so we may reap the benefits." |
