Proposal Title: Rebuilding the Navy

Introduction: Roma has almost no capacity to project it's power in the sea. As close as the coast of Italia, Hirtian naval forces operate with impunity. They have harassed our ability to successfully land armies in Sardinia, Corsica and Sicilia. They have cut of our men from valuable supply and reinforcement lines. We have only the gods to thank that they have not taken the measure of cutting off the city's inflow of grain.

In the East, Cilician pirates reportedly are beholden only to a Seleucid King bereft of real power. Without consequence, they attack Roman merchant vessels and damage our trade. We have no means to stop them, or have otherwise taken no initiative to combat this plague... Even the various Kingdoms that surround us - Aegyptus, Taurica - command fleets that Roma cannot even begin to hope to deter at this point...

Simply put, Roma needs to regain some semblance of power on the sea. While our might surely springs from our armies, it simply makes strategic sense to command a naval presence. As such, I present the following for consideration by the Senate.

Proposal: The Senate authorizes the Port City of Ostia to immediately begin construction of a fleet of 50 Biremes and 30 Trireme warships to combat Roma's growing threats at sea.

Immediate Cost: 1,451,250 Denari
Annual Upkeep: 1,680,000 Denari

While I believe we have waited too long to pass such a measure I want to make sure such an endeavor is protected at all costs. Building the infrastructure and ships in Ostia poses a risk as it could be vulnerable to attack. That is why I suggest appointing engineers to construct underwater concrete defenses allowing a clear and obvious shipping lane to our ships.. acting as a defense and deterrent to enemies wishing to attack. With that said let us waste no time in the passing of this proposal!
