The young woman known as Xie Lan cautiously made her way into the council, hoping to speak with Zhang Goa of the matter he had brought up back at her home. Her breathing was slightly rushed, and it was obvious by the uneasy look upon her face that it was her first time in a council building.

The driver had been kind enough to deliver her straight to her destination, just as the guard at the gate had said. It had been a pleasant enough ride, but Xie Lan had been far too focused on studying certain details to simply sit back and enjoy herself. The people looked happy enough from what she could tell. However, the walls and fields could definitely use work. Unfortunately, her knowledge of running a city was nonexistent, so she could really tell what any of her observations said about Zhang Gao.

Not seeing the man she had come here to speak to, Xie Lan turned to one of the guards and bowed before speaking. ”I… um… wish to speak with Lord Zhang Gao. I-Is he here at present?” she asked with a deep breath. ”My n-name is Xie Lan.” Oh dear, she wasn’t in the presence of the prefect and her voice was already growing shaky. This didn’t bode well at all. Hopefully Xie Lan would remain level-headed enough to get her words across with a decent amount of clarity when she actually met with him.

ZhangGao

A thin little man with beady eyes greeted Xie Lan as she arrived. His silk robes and air of authority gave the impression that he was someone of importance. Perhaps one of Zhang Gao's leading officials. "Yes, he is waiting for you. The captain at the walls sent a rider ahead to inform us of your arrival. The prefect is most pleased you have come. This way, please."

The man held an arm out, indicating which the prefect was located. Once Xie Lan was underway, he fell in step along side her. The man had a suspicious air to him, despite his friendly words to Xie Lan. With a habbit of constantly darting his eyes about, as if he hoped to catch someone doing something they shouldn't.

The walked down a long corridor and finally arrived in a great banquet hall. Zhang Gao stood at the center of it, as large as ever and barking out orders to servants who scurried to comply. When Xie Lan and her escort arrived, a wide grin came over the prefect. "Ah, welcome to Gui Yang, Xie Lan! I hope the trip was pleasant. Forgive me that the hall is not yet fully ready. We were not certain when you would arrive, so the final preparations had to wait until you appeared at the gates."

By the looks of things, Zhang Gao was organzing a banquet to be held in her honor!

Xie Lan wordlessly walked alongside the finely clothed man down the corridor. Her silence wasn’t meant to be a sign of disrespect; she simply couldn’t find any words to speak to him. Her muscles were horribly tense, and every step she took felt like she was wading through knee-high water. None of the orphanage attendants had ever prepared her for anything like this. As far as they knew, they were raising farmers, carpenters, potters, seamstresses, and the like. Had she felt like she had the time, Xie Lan would have paid the orphanage a visit before travelling here.

After what had felt like hours, the two of them finally arrived at some sort of banquet hall. Zhang Gao was in the middle of the room sending servants every which way, but he stopped and smiled when Xie Lan and the finely clothed man entered. The second he took noticed of the two of them, Xie Lan dipped her head in a low bow. ”Th-thank you kindly f-for the warm welcome, Lord Zhang Gao,” Xie Lan stuttered before raising her head.

It looked like some sort of feast was being prepared. The young woman was suddenly stricken with a sense of dread. Table manners! She hadn’t the faintest idea on how to dine with those of high social status! Was there some sort of special etiquette that they were expecting of her? What if she spilled her food all over her clothes?! Would it be considered some sort of punishable offence if she made a complete buffoon out of herself on such an occasion?

Xie Lan quickly shook her head. Now she was just being ridiculous. All she had to do was sit up straight and try to mimic everyone else around her. Besides, Zhang Gao was already made aware that she was a mere peasant. ”W-With all due resp-p-pect, Lord Zhang Gao, I see n-nothing wrong with the c-c-current state of the room. Then again, you s-saw what I’m used to when visited m-my home.”

"Well, you'll soon be used to a higher standard." He grinned at her. "But tell me, what do you think of Gui Yang so far? I know you haven't had a chance to see all it has to offer, but surely you've formed some initial impression by now."

Before Xie Lan could respond, he turned and barked out another order to a servant. Something about the food that would be served. With that done, he turned back to his guest and awaited her response.

”Fr-Fr-From what I saw…” she started to speak as soon as he finished ordering around the servant. ”Your people looked f-fairly happy. I wouldn’t know if th-they had any serious gripes unless I actually g-got out there and asked around though. Your infrastructure looked like it could use s-s-some work, especially the w-w-walls. They didn’t look all th-that sturdy.”

The comment about Xie Lan getting used to this lifestyle in due time didn’t help her nerves in the slightest. To her knowledge, neither of the people who had scouted her out had actually seen what she could do. She had no skill in combat. Planning out battle strategies was completely over her head. She didn’t know the first thing about running a city. Xie Lan couldn’t help but feel like there was a chance that all of this extravagance would go to waste on her, like they were setting themselves up for disappointment. Perhaps there was a possibility that these people knew what they were talking about. All the young woman could do was go along with it. It was far too late to back out now.

He listens carefully. "The walls have not been a priority. We have only so much manpower available and since none of the bordering territories are organized enough to be considered a threat to our security here, I've focused our efforts into improving the markets, the smiths, and our fields - though I will confess our fields lag behind the other areas. Something that perhaps, you could aid us with. I would enjoy hearing any suggestions that might have."

"Still, Gui Yang is prosperous and expanding. It was little more than a backwater shanty when I took over. A state too many of our once great cities have fallen into."

He began to guide her towards a table, one that appeared to be the head table. "Please sit. The rest of our guests should be arriving soon."

”I’ll b-be sure to inform you if any c-come to mind,” the young woman replied as she was ushered over to sit at the head of the table. Her placement might make it difficult to sit back and mimic the other guests’ table manners. Hopefully their attention wouldn’t be too focused on Xie Lan. She didn’t want to make a fool of herself. Xie Lan shakily sat down in the chair she had been assigned.

Since Zhang Gao said they were still waiting on the guests, Xie Lan decided that this might be a good opportunity to ask a few questions of her own. ”As I’ve already m-mentioned, this is the f-f-f-first time I’ve ever done anything like this. If I w-were to come work for you, wh-what would be expected of m-me? What duties would I be per-performing?” she asked. ”Also, wh-what sort of v-vision do you h-have of this land if it w-were to come under y-your rule?”

He sat down next to her and the beady eyed man who had guided her into the hall sat on the other side of the hefty ruler. "Well, you don't strike me as the militant type," he said with a chuckle, "so I think we would keep you focused on domestic affairs. Working to improve and expand our fields. Perhaps conferring with the smiths and craftsmen of Gui Yang to improve our production. Or organizing the builders and stonemasons to fortify our walls along our frontier positions. You would start here in Gui Yang and we will go from there. Who knows, if you prove to be an exceptional talent, perhaps one day you will rise to govern a city of your own for me." He grinned and smiled, as if nothing could please him more.

"As for my vision, it is simple. The land cries out for order. Too many of the ruling class are corrupt, inept, or most commonly both. Entire regions have slide into anarchy and chaos. A firm hand is needed to re-unite the land and restore the rule of law. Only then can peace and prosperity take root. Would not agree?"

Xie Lan listened intently as Zhang Gao explained what her role would be. Organizing and assisting with domestic affairs didn’t sound too bad at all. She was no stranger to most of the jobs that would need to be done. The fact that he wasn’t expecting her to participate in combat felt like a huge weight being lifted from her shoulders. The tense feeling of being surrounded by people of high status wasn’t going anywhere for the moment though. ”I s-suppose I could manage something li-like that. If it’s all th-the same to you, though, l-let’s hold off on talk of m-me governing a city on m-my-my own,” she answered followed by chuckling nervously.

”Th-there’s not much I can s-say about the ruling class that y-you speak of. However, from the l-little I have seen fr-from this land, some reform is most cer-certainly in order,” Xie Lan agreed. That didn’t sound too painful at all. How effective she would be in assisting such a goal was still up in the air, but at the very least she could try to act as some sort of advocate for the commoners.
