Junjie found his way to the palace with relative ease. After all, it was difficult to miss.

"I'm looking for Dong Zhuo," He stated bluntly, as he stepped into the chambers, "Anyone know where I can find him? I've got a proposition that I think he'll like the sound of."

Junjie turned to the Governor of Tian Shui and smiled beneath his mask.

"Dong Zhuo, famed general of the Imperial Forces!

It's been a while."


Junjie made the obligatory salute, before continuing;

"But I wouldn't expect you to remember me. I was just a pup, when we last met. There is a name I think you might remember, though."

Junjie lowered his mask.

"Xiuru Rong.

He was my master."

Dong studied the man from top to toe before a smile turned up on his face. "It's good to see you again! It's been a while indeed." Dong passed Geming and gave him a gentle but firm pat on the shoulder before he went to his seat and summoned one of his servant to refill his cup with wine from the south. South wine was the best in every situation.
"Where is the old man anyway? It was a very deadly but awesome battle if I remember correctly. A few scars but it was worth it. Never in my life have I enjoyed a battle like that one." He took a sip from his cup and tasted the wine. It tasted like the best thing a man could drink on earth. "If you want any refreshment, just ask the servant." He waved to one of the younger girls to be ready to obey any request from their new guest.

"I'm fine at the moment. Kind've in a rush. I have many, many cities to visit, before the week is through.

Just figured I'd drop in and say hi here, along the way."


Junjie raised his hand to his mask, and covered his face once more.

"Xiuru's... in good health, since you ask. He left for Roma again two or three weeks ago. I'm starting up a little business in his absence, actually. In fact,'" Junjie said as he flicked his hair, "I'm involved in the mercenary trade, now.

But I suspect you could figure that one out just by looking at me."

"Aaaanyway," Junjie continued, "I can see that you're busy, so I won't drag this out any longer than I need to.

I've come, Lord Dong, to extend to you, on this day, the possibility of a future business partnership. I am a man of great resourcefulness; and a master saboteur, at that. I am duly trained to incite riots, liberate gold supplies from military fortresses, decimate the strength of enemy walls, and throw entire units into mass confusion."


Junjie flicked his hair.

"I can handle accounts, domestics, drafts and tactical advances. I am, Lord Dong, a jack of all trades - and I do not exaggerate when I say that I can potentially net you little under one thousand gold in a single day's work when at my best.

And I'm often at my best."


Producing a Flier from the recesses of his outfit, and handing it to a nearby official, Junjie continued;

"If you seek an edge over your competition, M'Lord, then I am your man. I am always taking on contracts; so there is no rush. But should you find yourself in want of my rather... unique abilities, then I will be stationed in Bei Ping, working under my current benefactor.

I hope I hear from you, Lord Dong."


At that, Junjie saluted, bowed, turned on his heels, and made his way from the council chambers.

Lu Su sets up his governmental council in Tian Shui. He has the place refurbished to match his own demeanor and outlook - the place is mostly spartan, with only chairs and tables for ministers that require a desk for work. The ones who can work without have small pillows placed on the ground for them. Minimal servants are present through the building, Lu Su insists ministers perform their own minor tasks like fetching a paper in the archives, saying "The people will see that we also work hard, and will be happy to serve us." He is happy to tell most of them that "I will not force you to work, but I will judge you by your deeds, and assign you rank accordingly."

The outside of the council chamber has been made simpler overall, compared to the extravagance Dong Zhuo left here. There are simple banners hanging on the walls, typically with singular words on them. "Filial Piety", "Confucius", "Morality", "Prudence", "Studious", and "Discipline" are just a few examples. There clearly indicate the values Lu Su intends to engage his government and city in. A rather large garden has been planted in front and sides of the building. The ministers themselves - along with Lu Su, of course - are responsible for tending to the garden. Zijing told them, as he planted the first flower himself, "We must nurture many talents within ourselves. To grow a flower takes patience, discipline, knowledge, and great care. To grow a garden takes all that plus ambition. We will learn the ways of flowers, and in so doing, become better men and better ministers."

His policies are written out and made clear. The growth of the city will be a priority, primarily the continued growth of the people's wealth through proper and fair trading and the granary stores through proper agricultural techniques. Lu Su is eager to improve education in this city - primarily schools that teach writing and poetry - so that it can produce fine people for governance in the future. He has also began a policy of teaching all able-bodied men basic swordsmanship and horse riding, in case the call to war ever comes.
