I'm glad this thread was bumped up! Wonderful recommendations and resources all around. Thanks, all!

Katsumi Komagata is certainly an unexpected choice, although the trend for illustrated children's books in Japan seems to be in the direction of strong graphic design influences. Komagata's books are definitely graphic design marvels:

Strange how Kyoko Matsuoka is singled out as a "promoter of reading" when she's a prolific children's author in her own right. Then again, her contribution to children's literature is more strongly felt in her role in founding the Tokyo Children's Library.
