Opening Statement: With the return of Cosmosplosion/Cosmo the Second to the region, a number of citizens believe that his presence in the region bears a negative effect. Due to not having enough evidence at this time to permanently remove Cosmo from the region, we believe barring him from voting in Parliament is appropriate in accordance with Article 6.3 of the Constitution of the Versutian Federation.
Summary of Reasons:
The people believe Cosmo has caused a great deal of damage to the region when he was previously a citizen:
1. He helped establish a party knowing it would bring harm to the region. Upon his decision to leave the region and focus elsewhere, he admitted his natural motive and condemned political parties.
2. Upon leaving the region, he claimed he would “be taking a hiatus from TVF discord”, which he did not.
3. Upon leaving the discord, he returned as an “envoy” to one of our embassies, which was not taken kindly.
4. He challenged the Minister of Justice's authority on multiple occasions.
5. He participated in the controversial act of “campaigning” to inactive nations or nations that ceased to exist, resulting in possibly skewed election results.
6. He insisted that the Minister of Foreign Affairs to follow all of his requirements in order for an embassy to be established for Satius, another region he has contributed to.
7. He has made multiple inappropriate requests to both the Delegate and the Minister of Justice to change his role in the regional Discord.
8. He has caused regional disorder and disagreement between citizens to the extent of causing nations to leave the region.
We, the people, hereby send this petition for presidential review in accordance with Article 6.3 of the Constitution of the Versutian Federation and believe all things mentioned above to be true to the best of our knowledge.

[/big]Spoiler: click to toggle The Chair is ready to make a ruling.
With the defendant's continued attempts to, whether intentionally or unintentionally, guilt the petitioners to remove their names from the petition, the Chair finds this not illegal, but highly immoral. There is a saying, "Don't bullshit a bullshitter." This term especially applies when two politicians are engaged in political dialogue. We can spin what you're doing a thousand ways, but your core motives are to see what people take issue with (when it is conveniently stated on the petition submitted) and how you can best encourage them to publicly rescind their signature as a mistake they made signing in the first place.
While it may be argued that this ruling is setting a precedent for allowing morality into my decision, I maintain a firm belief that all laws are based on morality as they define what is right and wrong in our society. The Chair believes that there is enough evidence submitted to prove that the defendant holds his main interests elsewhere and has been a recurring negativity in the region and its citizens.
Does this warrant the removal of his right to vote? The Chair believes it does when the the defendant has used his power and influence in another region to encourage ours into submitting to his requests, threats, or demands. It is logical to assume that the defendant is incapable of differentiating his roles as citizen and delegate, forming the main reason for my authorization. From the words of our city attorney, "The difference between being a citizen and a city councilman is how you differentiate yourself among your people. If you attend a gathering as a citizen, you are free to say whatever you wish; however, if you attend in the capacity as a representative of the city, you must hold yourself and your interests below that of the city's, and all of your statements are public property."
What does this mean? It means that those with great responsibility must be capable of differentiating what capacity he or she is serving as in order to best support their people. While Cosmo and I share a friendship, the evidence submitted does not convince me that he is capable of differentiating what he truly wishes to benefit: Satius, The Versutian Federation, or himself. Finally but not significantly, I encourage the defendant to learn from his past actions and control his urge to publicly tout his successes earned not through his victories, but through the defeats of his opponents.
The Chair hereby authorizes Parliamentary action to determine whether or not Cosmosplosion should be allowed the right to vote.
Per Section 6.3 of the Versutian Constitution, a two-thirds majority vote is needed to permanently ban a member nation from Parliament. As this is not an election or act as advised by the Court, voting will last for three days and close on Thursday, February 9th.
