I'd like to announce my candidacy for the next election in the position of Minister of foreign affairs.
I believe I can fulfill the responsibilities of the role in these early days by raising the profile of the region, writing foreign updates to keep our friends updated on regional happenings (since a side-project is the history updates, these will be simple.) and the writing of an application form for ambassadors as well as the beginnings of regulating a foreign ministry.
My goal by the end of the term will be for the foreign minister to be largely sidelined in terms of actually going abroad (except for major treaties and alliances or conferences) and for most of the work to be done by ambassadors, with the foreign minister in charge of regulating them and issueing broad policy decisions. In this manner, I hope to help with employment by providing a relatively simple job for all members to perform if they desire it.

I explicitly do not wish to make decisions on foreign policy this term, I believe our focus should be only on making contact with other regions and establishing embassies with their regions and forums, and on building the groundwork for the ministry.
I will accept orders from the president with regard to foreign affairs policy decisions that go beyond these basic principles.

I have prior experience in building ministries along these lines, as well as as a mediator in peace conferences, and other cultural affairs.

Does anyone have any questions or concerns they would like me to address?

Will you be active in the recruitment field? One of the main duties of the Minister of Foreign Affairs is to handle recruitment, and manage a team of recruiters. Do you have any experience in recruiting? Would you be able to hire and manage a team of recruiters?

Yes to all.
I'll admit i'm far more experienced at the management side than the actual recruitment, but I have done it before.
However, I'm of the opinion that unless we want foreign affairs to be a Super-Ministry, we will need to eventually split into State and Foreign affairs, with State handling recruitment, and foreign affairs handling ambassador posts and treaties and such.
The reasoning behind this is that otherwise we end up with a vast majority of minor-positions in the region (Ambassador and recruitment) being at the beck and call of a single minister, as well as an overload of paperwork for them.
This shouldn't be a problem in the initial days since both ministries will be small and growing, but by the time they get into full swing i'll be strongly recommending the split.

My current plan is to declare open-employment and call on everyone interested to sign up for a job (or even two!) and host a quick 1 week seminar on how to be an ambassador and what it entails, as well as write up a recruitment manual.

Since the split of ministries has been announced, this is somewhat out of date, but given recent events I feel compelled to update this anyway in the interest of keeping the electorate informed of my intentions.
I'm of the opinion that we need to maintain an active presence in the security council and WA proposals, and think that this could be argued to fall under the jurisdiction of the foreign office. I'll be appointing one or two individuals who are interested to offer constructive criticism on proposals as they are made by other nations and to represent our region in a more favorable light than recent events have.

In addition to this new policy, i'll be trying out various set ups of organizational structure at the same time so it may seem like a jumbled mess, but it's just a determination of what works better.
Currently i'm unsure whether to have all ambassadors report to me, or to have several tiers of management. It will depend on the workload generated. So we'll be doing both for a while.

Finally, it's my intention by the end of term to have organized at least one recruitment contest with a foreign region of comparable size.
It also occurs to me that a week long seminar is ambitious. There really isn't that much to say, so it will be considerably shorter, and probably in manual form. (Because I love manuals.)
