Back from the Dead
Cost 7

Put target card from your KO'd pile into play stunned if its cost is less than or equal to the number of resources you control.

If a character you choose to bring from the KO pile has a comes into play effect for example one of my favorite cards

Jean Grey Phoenix Rising
Cost 5
Jean Grey enters play with a +1 / +1 counter for each Jean Grey card in your KO'd pile.

Would she get her counters? I was arguing with a local player that I believe the card is face down & stunned coming in & the text box is blank thus no effect; he says it gains its effect then stuns.

Jean Grey gets her counters, yes---the "enters play stunned" modifier is processed at the same time as the "enters play with counters" modifier. 214.3 in the Comp. Rules, for anyone who wants the reference.

But be careful, Jean Grey works precisely because her counters don't come from an effect, she simply enters play with them. Her text doesn't have any of the three magic phrases that tell you you're dealing with a trigger---when, whenever, at the start of. That means her power isn't triggered, and it clearly isn't payment (no arrow), so its a continuous power. It doesn't generate an effect, and it doesn't place anything on the chain.

For a character that really does have an "enters play" triggered power, they won't trigger off being put in play by Back from the Dead. The CRD mentions this in the "enters play stunned" bit of the rules, or it can follow from the general rules about trigger timing. For an "enters play" triggered power to work, it needs to exist in the moment right after the character enters play. On a character who enters play stunned, the power doesn't exist in the moment after entering play, which means the power can't trigger. (502.3, for those who want the Comp. Rules reference on triggers.)
