Q: I declare an attack with HT, it is declared as legal by my opponent, and I exhaust him. My opponent plays a card. Can I now play Cosmic Radiation to ready him, Activate him, and burn my opponent for 5?

A: ...?

Absolutely. "Cannot attack" will not halt an attack in progress.

Just have to be careful with the opponent using something like reset or flying high, but otherwise it works.

Except that if your opponent does use Flying High, once HT comes back he is a different card from the one who was originally affected by cosmic radiation. So he could attack again.

You are correct about Reset though.
