Remove a shift counter from Spider-Man -> Negate target effect targeting a Weapon X or [Spider-Friends] character you control.

How can you ever use this power? Only shifted cards can have shift counters, and I thought only face-up cards in the "in-play" zone have powers/text. How can a shifted card have powers, unless it ends with the clause, "Use this power only if the card is shifted."?

For that matter, the same question goes for the Shift keyword in the FAQ. The third piece of text that Shift gives a card is:

Remove X shift counters >>> Put this card into play if you control X or more resources, where X is its cost. Use only during your recruit step.

How can the card have this power if it is not face-up and in play?

A card's text can be used outside of the "in play" zone so long as the text allows for it. The game text on a card always overrules the general rules of the game. For instance, this ability-- Discard Character X >>> Put the top card of target player's deck into their KO'd pile.

You can only "discard" a card from your hand, so it is assumed that this card's ability is only working while it is in your hand, which is not in play. The same applies to Shift. Cards with abilities which remove Shift counters are assumed to only be usable from the removed from the game zone since that is the only zone in which a character can have a shift counter. This goes against the general rules of the game, but the Shift mechanic and the individual card's game text overrule that.

While face up in play is the general rule. The CRD lists the exception, unless the card states that it has an effect while in another zone, such as in your hand or row or KO'd pile, or in this case while shifted. The Shift keyword on the card in this case is the catch all, likely to save card space.

It may not be well worded but its understood that that is the intention on how it works. Its like a card that tells you to discard it for an effect but doesn't say to only play from hand..since you can only discard from your hand you have to not get anal on it and just accept that that is what is meant. Trust me you'll live longer.

For some reason, people always leave off the second half of this rule:

Unless a card specifically indicates that a power may be used in another zone or can only function from another zone, powers only exist on an object.
No need for assumptions, leaps of faith, or anything like that---the rules specifically allow for cards that have other-zone-only powers.
