Payment Effect and the Chain

Confusing question:

Player A
4 endurance
Has Initiative
Has priority
Controls Kanto, Darkseid's Assasin (Pay 3 -> KO Target character with cost less than or equal to the number of Facedown resources his controller controls)

Player B
Controls a Ready Human Torch, Hotshot (Activate, Opponent loses 5)
Controls 4 Facedown resources

Here's the scenario:
Player A pays 3 endurance to KO.

Here's my question:
Can Human Torch put his Activate on the chain before he would become KO'ed? If he could, he could burn Player A for 5, therefore not making him be able to Pay 3 to KO?

Costs are paid in order to put the effect on the chain.

Once you've payed the three endurance the effect is on the chain reguardless if your endurance gets lowered after the fact. But your opponent can still burn you in response.

You pay 3 endurance (putting you at 1) and put Kanto's effect on the chain. Your opponent responds by activating Human Torch and putting his effect on the chain.

The chain now resolves backwards. Human Torch's effect is on top and resolves first. You lose five endurance and go down to -4 endurance. Then Kanto's effect resolves and stuns Human Torch.

If Kanto's effect is already on the chain then yes his controler would go to -4END and then Human Torch would be KO'd (not stunned). However Kanto's effect can only be used during his controlers attack step and Human Torch's effect can be used at anytime during the turn which means if the Human Torches controler is paying attention he can drop the Darksied's Elite player below 0 before he can use Kanto
