I will say that i'm still confused on why he can't get 3 attacks with her effect. If her effest are put on the chain.. Why can't you resolve the second one after he attakcs the second time to attack again? If he can exhaust for a card such as invasion plans, why can't he exhaust by attacking the third time?

A few ways to describe it, I guess

"When X attacks" powers are triggered at the start of the attack---so they go on the chain during the attack, not after. Hulk is being readied, and we're talking about potentially exhausting him again, all during Hulk's first attack.

An attack ends when both players have passed in a row while there are no effects on the chain---which makes it impossible to end the current attack until you've resolved those triggered effects from Samantha. There's no way to set aside the effect until later; if you don't resolve it, your attack isn't ending. And you can't propose an attack unless the chain is empty; you definitely can't propose one while another attack is already going on.

No matter how hard you try, 1) both Samantha effects are going to trigger off of the same attack, 2) you can't end the attack early, and 3) you can't propose an attack in between the two effects. You can exhaust Hulk for an effect, because the game revolves around playing effects on top of each other, but you can't attack within attacks.

So let me get this straight! Sam says when a character next attacks, meaning after re-readying the first time they can attack again. But after that attack resolves, and they re-ready to attack again, that character can't re-ready?? I thought the timing of her effect was one at a time, hence the next attack
The character readies immediately after the attack is declared legal, not after the attack has finished. So your character is ready while resolving the attack.

Character with 1 SamEffect
Character declares attack.
Attack is legal and character is exhausted.
SamEffect resolves, readying the character.
Resolve combat.

Character with 2 SamEffects
Character declares attack.
Attack is legal and character is exhausted.
SamEffect2 resolves, readying the character.
SamEffect1 resolves, readying the character.
Resolve combat.
