ok u guys i bet are really starting to hate my brother...lmao....ok he had the 4 drop thing with comic-surge. The rule states that cosmic characters can only have one cosmic counter. even cosmic -surge characters. but he says that "no the card says cosmic-surge ( at the start of the recovery phase but a cosmic counter on him). i told him that only counts if he doesn't already have one because the rules states only one. and guess what he says....lmao..."no i am wrong"....so please someone explain thoroughly, to see if he thick head might thin down....lmao.

The following paragraph is from the CRD defination of Cosmic. I've highlighted the appropriate part. Pretty straight forward.

A character with cosmic enters play with a cosmic counter on it. As a character becomes stunned, remove all cosmic counters from it. A character can’t have more than one cosmic counter on it at a time. A character that doesn’t have cosmic can’t have any cosmic counters put on it. Stunned characters can’t have cosmic counters. A cosmic character that enters play stunned does not enter play with a cosmic counter.

The only thing that is different about cosmic and cosmic surge is the way in which they get their cosmic counter. Cosmic - Surge characters don't come into play with a counter but receive one if they are unstunned at the start of recovery. Cosmic characters automatically come into play with a counter. Other than that the rules are identical.

For a question like this where you know what you're looking for, you may find it easier to consult the rules documents or FAQs directly---the list of Keywords and the glossary in the CRD both include the definition for Cosmic and Cosmic-Surge. Plus, looking for a keyword means you can find the rule quickly with Microsoft Word search, or consult the FAQ for the set in which it was introduced.

As for Cosmic-Surge, there's specifically this in the definition:

Characters with "cosmic—surge" have "cosmic" and follow all rules for characters with cosmic, except that they do not enter play with a cosmic counter—they ignore rule 706.7b. (See section 706.7.)
