This submitted Core Team Pack must:
1) Be 60 cards
2) Be between 35-45 characters and 15-25 non-characters (UDE Ratio=40/20)
3) Be highlander
4) Be comprised of character cards that are on-team and non-character cards that reference the team (exceptions can be made for cards that fit the team's theme well)

When listing suggestions, please include card name AND version. Also, please organize your list. For example:

1 Drops
2 Drops
3 Drops
4 Drops
5 Drops
6 Drops
7 Drops
8 Drops

This one I'm not too sure on. I don't like Iron Man 6-drop, I don't like Scarlet Witch. Problem is, I don't want to take character drops from other teams like Shield or Fan4 or SF.

Is Vision a better card? What about the Iron Man support?

I'm a bit new to this idea, so I'll admit off the bat that I'm not 100% clear on what the Cosmic Cubes are about, other than creating a "pack" for a particular team, using their selection of available material to showcase themes and characters within the restrictions listed at the top of the thread. Assuming I've got that right, here's a list I created for the Avengers. The theme is mainly about team cooperation: lots of characters working together, frequently in team attacks aided by Leaders (whose bonuses will obviously be giving the biggest bonuses when surrounded by many guys). Many team-attack elements are distributed among Reservists, so both they and the Leaders form the backbone of the affiliation, and they both extend into the higher-cost characters for curve possibilities as well. So:

Characters: 42
Cost-1
Beast (MAV)
Hank Pym (MAV)
Iron Fist (MUN)
Jarvis
Kate Bishop
Speed
Cost-2
Captain America (MUN)
Dane Whitman
Falcon (MAV)
Iron Fist <> Daredevil (MUN)
Natasha Romanoff <> Black Widow (MAV)
Spider-Man (MEX)
Wasp (MAV)
Cost-3
Black Panther (MAV)
Captain America (MAV)
Jessica Drew <> Spider-Woman (MUN)
Justice
Patriot
Quicksilver (MAV)
Tigra
Cost-4
Captain America (MUN)
Carol Danvers <> Warbird
Doctor Druid
Iron Man, Mighty Avenger (MUN)
Iron Man, Tony Stark (MAV)
Quicksilver (MEV)
Vision (MUN)
Cost-5
Hank Pym (MAV)
Monica Rambeau
She-Hulk, Agent of SHIELD (MUN)
She-Hulk, Gamma Bombshell
Spider-Man (MUN)
Sub-Mariner
Cost-6
Captain America (MUN)
Captain America (MAV)
War Machine
Wonder Man
Cost-7
Carol Danvers <> Ms. Marvel
Hercules (MAV)
Hulk (MAV)
Cost-8
The Sentry (MUN)
Thor (MAV)

Equipment: 1
Quinjet (MAV)

Locations: 4
Cost-2
Playroom
Cost-3
Avengers Mansion
Safe House No. 23
Cost-4
Pym Laboratories

Plot Twists: 13
Cost-1
Atlantis Attacks!
Call Down the Lightning
Repel Attack
Cost-2
Avengers Reassembled
Legendary Battles
Repulsor Ray
Secret Avengers
The Big Three
Cost-3
Above the Law
Avengers Assemble!
Hard to Kill
Liberating Number 42
Young Avengers

Honorable unaffiliated mentions go to Asgard (for setting up rallies, and allowing you to replace haphazardly with the promise of getting back needed drops when necessary), Quinjet-MEQ (for a better set of formation-relevant--and therefore Leader-relevant--powers than the other Quinjet), and Air Strike (a DC card that can help cycle Reservists into your row if it's getting too "cluttered" with facedown non-characters). I want to count these cards as "fitting the team theme well" but didn't think I could.

I like the fact that Vision is concealed and can be a Silver Bullet stopper whilst he is in combat. You also could take out Starks Armory and replace it with Pym's Laboratory for hidden hate and if lucky some recovery.
