does the exhaust symbol mean that you need to exhaust it to use either of the uses after it? or does it mean you only exhaust to remove the tech counters from the location to put them on an Iron man?

As there is a space between the two powers, they are two different powers. You would only need to activate (exhaust) Stark Armory for the power that removed Tech Counters on SA to put +1/+1 counters on an Iron Man.

Since the power to put X Tech Counters on SA does not have the activate symbol it does not need to activate to use the ability. - EDIT: This means that you can use the second payment power even if SA is exhausted. :D


EDIT 2: Just to clarify the statement in your question about if everything that comes after the activate symbol is part of the same power, here is the rule about if powers are in separate paragraphs, they are considered two different powers:
