Question about "Breaking Ground" plot twist

The card reads:

As an additional cost to play Breaking Ground, exhaust a character with willpower 1 or greater you control. Replace target location or ongoing plot twist.

Am I able to replace a target location or ongoing plot twist that my opponent controls? And if so, do I replace it with a card from my hand/deck or is my opponent the one who replaces the target location/ongoing plot twist with a card from his hand or deck?

A) since it doesn't specify "target location o.O.P.T. you control" or "target L.o.O.P.T your opponent controls," then you can target either one.
B) "replace" effects generally mean the following: the resource is put into its owners KO'd pile (or maybe it's just KO'd, I can't remember - there's a minor difference but for your purposes it doesn't matter), then the controller of the targeted resource puts the top card of his/her deck into the resource row.

Axon's got you covered. With only enough exception to make it a rule the card will specify what it covers your, theirs, face up / down. Unless it says specifically otherwise replace always means KO the resource put the top card of its controllers deck face down in their row. The ones that don't mean that say what they want you to do, or just tell you to KO the resource like Kaboom or Foiled.

Hope you're having a great day.

I am thanks. My buddy finally got into the cards after playing the Marvel Trading Card game for the DS. I'd almost given up on trying to persuade him on giving the game a chance but he got himself a few starter decks. We played yesterday and I'm still shaking off the rust after a bit of a layoff. Glad to have someone to play against finally! Showed him the MFA set I picked up and he was impressed that the Vs. community are that dedicated to the game. Got to say this has been a great site and the Vs community has been really helpful. Thanks guys.
