This is my rough draft for Injustice Gang/Crime Lords. It's a curve combo deck that is supposed to make sure your opponents lose endurance without doing much attacking. As always leave a comment about what I should change for my deck and whatever else have you. This is a rookie playing VS. so...

Characters:
4 Doctor Faustus, Johann Romanoff
3 Barracuda, Earth 3
3 Silver Samurai, Kenuicho Harada
2 Ultraman, Earth 3
1 Kingpin, Overboss
1 Lex Luthor, Metropolis Mogul
1 Circe, Evil Enchantress
1 Abra Kadabra, Magical Rogue
1 Red Skull, Master of Creation
1 The Sleeper, Doomsday Device

Well, first off, you need to rework your curve. You have a very limited number of characters and no search cards to find them. In a curve deck, you'll want to structure your curve similar to the following.

0-4 1 Cost characters (Usually for a can't pass up card like Boris in Doom)
6-8 2 Cost characters
6-8 3 Cost characters
4-6 4 Cost characters
3-4 5 Cost characters
2-3 6 Cost characters
1-2 7 Cost characters
0-2 8 Cost Characters
0-1 9 Cost Characters

One of the first things I look at when I build a deck is how to consistently hit the cards I want, especially the characters. So, let's take a look at the search cards for each team. Injustice Gang has Secret Files and there is no search card for Crime Lords. Since you are playing two affiliations though, Enemy of My Enemy works nicely.

Since Secret Files can be played on turn 2 you'll want to make sure the your turn 1 and turn 2 drops are all Injustice Gang. This can help ensure that you find your 3 drop with a Secret Files if necessary, even if you give your opponent a card in the process. This can also help you activate an early Criminal Mastermind, if you opt to keep it in the deck. I'm a little leary of that card in many decks. If you aren't playing a deck that prevents them from playing their plot twists, you are allowing them to dig deeper into their deck.

Anyways, now lets take a look at the 1 and 2 drop Injustice Gang characters. I didn't really see any 1 drops I liked. Given you stated desire for the deck, Barracuda, Earth-3 and IQ, Ira Quimby both stand out as as good possibilities. I would play 4 of each. Moving on to the 3 drops, I would look primarily at Crime Lords though. Both of the 3 drop Red Skulls are nice. One finds your Team-Up and the other continues the theme of making sure your opponent pays for attacking. If you have Enemy of My Enemy in the deck, I would go with 6 3 drops as you would now have 14 ways to find the card you want (6 characters and 8 searchers). Other 3 drop options would be Lex Luthor, Megalomaniac or Lex Luthor, Nefarious Philantropist, both of which keep your opponents from playing plot twists. For the 4 Drop, The Joker, Headline Stealer is a must if you keep in Criminal Mastermind. Both Kingpin, War Profiteer and Master Man, Max Lohmer*RAID are good choices for a Crime Lords 4 drop. Kingpin can punish you opponent (your stated goal) and Master Man just keeps getting bigger. Toss an Armed Escort on him and voila. For 5 Circe, Evil Enchantress is a good option and I'm not really seeing a Crime Lords character I like. Unfortunately, I'm not really seeing a 6 I like on either team. I'd go with Red Skull, Master of Creation on 7 and just in case it goes to 8, use The Sleeper on 8. So my curve for a deck like this would be something along the lines of:

4 X IQ, Ira Quimby
4 X Barracuda, Earth-3
4 X Red Skull, Aleksander Lukin*RAID
2 x Albert Malik <> Red Skull, Axis of Evil
3 X The Joker, Headline Stealer
2 X Master Man, Max Lohmer*RAID
1 X Kingpin, War Profiteer
3 X Circe, Evil Enchantress
1 X Scarecrow, Chiroptophobic
2 X Abra Kadabra, Magical Rogue
1 X Baron Strucker, Baron Wolfgang Von Strucker*HYDRA
2 X Red Skull, Master of Creation
1 X The Sleeper, Doomsday Device*RAID

That givese you 30 characters with ample search. You should often be missing many of your characters. With the 8 search cards and 4 Team-Up you would now have 18 cards remaing to fill out your deck.

As an FYI, the problem I see so far with your original deck idea is it is combining too different styles. Injustice Gang hand flood and plot twist prevention and defense shenanigans.

If you're running Crime Lords on curve I really like Roscoe at 1, if you hit him you'll be able to search your drops up the curve, he can really help even if you can't count on hitting a 1 drop. If you do run him though I would include at least 1 character at each drop with the printed Crime Lords affiliation in case you miss your team up and can't hit the character you really want that turn.

No problem man. That's what everyone is here for. I like the idea, just don't know how well the two ideas will mesh.

For Plot Twists/Location/Equipment, I'd probably go with

Also, with all the card draw you will hopefully have going with this deck, you could have the ability to narrow down you character list a little bit, especially turn 4 and up. This could provide you additional room in the deck for a few other items you may want to dump in.

Secret Files is something I never heard of and have to look up. The only team ups I found were Gang up and that card that lets your characters get the Crime Lords Affiliation and flight I believe.

Secret Files is a 2 cost common search card that allows you and your opponent to search for an affiliated character as long as you control an Injustice Gang character. Should be fairly easy to get your hands on a few copies.

I would stick with Gang Up as the team-up as it also feeds you (and your opponent cards). Also, don't forget that Gang-Up can be used from hand just to draw you and your opponent a card. But it'll only cross over your affiliations if you play it from your row.
