Winter Snow Plan

In the event of a severe winter storm or an emergency situation, Winnipeg Transit may implement an emergency snow plan. The safety of our customers and employees is paramount whenever this plan is implemented. When the snow plan is put into effect, the Winnipeg Transit website is updated with service changes and local news outlets are informed.

The objectives of the snow plan are to:

Reduce the number of Winnipeg Transit and Handi-Transit vehicles that become stuck or stranded during a severe winter storm
Reduce the risk of injury to Winnipeg Transit customers and employees during a severe winter storm
Allow Winnipeg Transit to maintain reliable service on a core network of major roads throughout the city
Overview of the Emergency Snow Plan

The snow plan involves a step down process where regular service may be limited or cancelled due to severe weather conditions.

Note: All transit service may be suspended if weather conditions continue to deteriorate beyond the Red Service Condition status.

Phase 1: Blue Service Condition

Blue Service Condition is the first step down from regular service. It may be declared when Winnipeg Transit is unable to provide service in areas of the city that have become difficult to access. Under Blue Service Condition:

Winnipeg Transit operates regular bus routes on all blue coloured roadways as shown in the Blue Snow Plan Maps.pdf
Customers are required to walk to/from bus stops located on blue routes.
Some service delays can be expected.

Phase 2: Red Service Condition

Under Red Service Condition, Winnipeg Transit provides service on major arterial streets only. Red Service Condition may be declared if weather conditions deteriorate to the point where buses can only operate on main arteries. Under Red Service Condition:

Red Service is put in place at the beginning of a service day and continues until the end of service that day, even if street conditions improve
Winnipeg Transit attempts to operate modified bus routes on the red coloured roadways as shown in the Red Snow Plan Maps.pdf
Customers are required to walk to/from bus stops located on red routes
Winnipeg Transit attempts to provide service every 15 minutes at bus stops located on red coloured routes. Dress appropriately, as delays can be expected.
Note: If weather conditions deteriorate further, all transit service may be suspended.
