Its been said for awhile he may need neck surgery, so this is only confirmation rather than coming out of nowhere. His neck surgery will probably end his in-ring career, but that's not much of a loss. I'm sure they can still get some value out of him as a character though.

Yeah, I could see him replacing the Authority as Raw's on air authority figure ala Stone Cold when he was the Sheriff.
